We can’t celebrate the New Year! Women from Fukushima protest in front of TEPCO main office

On December 28, traditionally the last business day of the year, 40 women from Fukushima came to Tokyo on a bus to protest against TEPCO and the Ministry of Economy, Trade and Industry. The action was dubbed “The Year-end Closing Action by Women”. More than 300 supporters gathered in front of the TEPCO main office. “Our lives and the environment were totally destroyed by the Fukushima crisis, yet TEPCO and the government are not held accountable for it. Moreover, they are now trying to restart the nuclear power plants and to export them. We can’t celebrate the New Year in such a mood! TEPCO should not close for a holiday!” With these convictions in our hearts, we demanded a meeting with the power company, but the company received us at the gate, leaving us standing in the cold. There were cries of anger: “Shame on TEPCO!”
The group moved to METI for the protest action and then to Ginza for a publicity action.They finally headed back to Fukushima at 4 p.m.

こんな気持ちじゃ年を越せない！～福島の女たち東電前で抗議アクション

12月28日、福島の女たち40人がバスで上京し、東電・経産省に対して抗議アクションを行った。名付けて「女たちの御用納め行動！！」。支援者もあわせて300人以上が集まり、東電前は一杯になった。「人生・生活・環境をめちゃくちゃに破壊しておいて、東電および政府への責任追及も十分には行われず、その上、原発の再稼働や輸出といった信じ難い暴挙が行われようとしている。『こんな気持ちじゃ、とても年を越せない！』『東電にも、仕事納めなんかさせない！』」という吹き上がる怒りにあふれたアクションになった。要請に対して東電は、玄関前の寒いところで対応するなど冷たい対応。「ひどい」「東電の態度は悪すぎる」と怒りの声が渦巻いた。一行は、その後経産省への抗議、そして銀座でのアピールを行い、16時過ぎにバスで福島に戻った。（西中誠一郎）写真報告・動画（宮城南部参加者の声）・動画（撮影黒鉄好）　＊写真＝東電前で横断幕を掲げる福島の女たち

The delivery is invalid! Emergent protest action against the foul play before dawn

At 4am December 28th, the Okinawa Defense Bureau tried to deliver to the Okinawa Prefectural Government Office 16 boxes containing the Environmental Assessment for moving the Futenma Base to Henako. There were citizen protesters at the site, so the Bureau left some at the security office and took the remaining boxes back to the Bureau. The people of Okinawa have grown increasingly angry. An emergency protest action was held in Tokyo by members of Hitotsubo (small parcel) Anti-war Landowners’ Group Kanto Area Local. Nearly one hundred people gathered in front of the Defense Ministry and Prime Minister's Office in the evening, raising chants of anger such as “The delivery is invalid!” “Shame on you!” A representative of the protesters submitted to the Cabinet Office a protest letter on which was written “Shame on you” in big letters .（Ｍ）

沖縄「評価書提出」は無効！～卑劣な未明のだましうちに緊急抗議

沖縄防衛局は、12月28日午前4時、辺野古基地移設にむけた「環境影響評価書」の段ボール16箱を県庁に運び込み、黙って置いていった。現場にいた市民が抗議したため、全てを運び込むことができず、残りは持ったまま去ったという。これに対し沖縄県民の怒りが沸騰しているが、東京でも、沖縄・一坪反戦地主会関東ブロックのメンバーをはじめ、有志が緊急の抗議行動に立ち上がった。防衛庁前、そして夜には首相官邸前に100人近い人が集まり、「評価書提出は無効」「卑劣な行為をやめろ」と激しい怒りのシュプレヒコールを上げた（写真）。代表は「恥を知れ！」と大書きした抗議文を内閣府に提出した。（M）

Report on delivering a letter to the TEPCO President's house

This is a part of a report by the “Tour Group to Deliver a Letter to TEPCO President, Katsumata” on their efforts to get to his house on December 25th. The group went to the Yotsuya Sanchome area and just around the corner of a convenience store was Katsumata's house. But police officers were blocking the street like a wall. Isn't this an illegal occupation of public road? Why were they doing this? Whose interests were they serving? The road to his house was packed with the participants of the tour. After an argument back and forth, the police allowed us to use the road, but only three people at a time. I went through the checkpoint and walked to the house with Sono Ryota and Himawari-san. Sono shouted at Katsumata's house, which looked like a huge white coffin, “Why is this house protected by police? If this were not Japan, it would be set on fire immediately and be done with!”(Ueda Mami)

「東電会長・勝俣さんちにお手紙を届けよう」ツアーに参加して

Improve the employment situation of women in the quake-stricken areas! East Japan Great Earthquake Women's Support Network meets Minister Komiyama

As the reconstruction of the quake-stricken areas gradually moves forward, more women are finding difficulties in getting jobs. There are many fixed term manual labor jobs, such as removing debris, but there are very few steady jobs for women. The East Japan Great Earthquake Women's Support Network met with Minister of Welfare and Labor Komiyama to demand improvement of the job situation for women in the Tohoku area. The network gathered voices of women in need of jobs in the area and urged the Minister to improve the employment assistance policy. A woman from Miyagi Prefecture, aged 32, said, “Please assist in any form women who want to work but can't find jobs and give them security.”(Matsumoto Chie)

被災地女性の雇用改善を！～東日本大震災女性支援ネットワークが大臣要請

被災地の復興が進むにつれ、なかなか仕事につけないという女性の声が増えている。ガレキ撤去のような期限付きの肉体労働が多いなか、女性たちが継続して働けるような就職口は少なく、雇用支援対策も十分でないとして、東日本大震災女性支援ネットワークは12月19日、被災地での女性の雇用状況を改善するよう小宮山厚生労働大臣に要請した（写真）。ネットワークは、被災地で働き口に窮している女性たちの声を集め、大臣に届けた。32歳の宮城県の女性は、「どんな形でもいい。働きたいが働けない女性に支援という安心を与えてほしい」と訴えた。（松元ちえ）

Equal treatment for the same job! Petition campaign for equal treatment and conversion to regular status kicks off.

The number of regular workers in the Japan Post Group is around 230 thousand and the number for non-regular workers is around 210 thousand. Particularly in the postal service division, more than 60 percent of the workforce is non-regular. They are doing the same work as regular workers, but suffer from unstable employment, low wages and disparity in treatment. At the end of September, 2011, 14 thousand non-regular workers over age 65 were terminated, causing chaos in the workplace due to under-staffing.　The National Joint Committee for the Progress of the Postal Labor Movement (coordinated by the Postal Industry Union, the Postal Workers’ Union, and Kurashiki Postal Union) started a petition campaign for “the equal treatment of non-regular workers in the postal service and their promotion to regular status.” Readers can support the campaign by signing the petition on the web of the Non-regular Postal Workers’ Center. 同じ仕事同じ待遇を！～郵政非正規の正社員化・均等待遇を求める署名はじまる

The final LaborNet TV program of this year was broadcast on December 15, 2011. Its guest was SAITO Seiji, an ex-worker at the Tsuruga Nuclear Power Plant in Fukui Prefecture who organized the world’s first trade union for nuclear power plant subcontractors thirty years ago. What Mr. Saito said was shocking. “No skill is necessary to work in a plant. Most of the work is to remove radioactive matter from facilities with rags and cloths. Anyone can do it. However, it is necessary to arrange as many workers as possible to share exposure to radiation. We even use plastic wrap for decontamination. Nuclear power plants that look ultra-modern are, in reality, supported by primitive work. The Fukushima Daiichi Nuclear Power Plant is heavily contaminated, and workers there are supposedly risking their lives. It’s time to stop all nuclear power stations that sacrifice workers’ lives and contaminate their neighbors”. Mr. Saito organized 182 workers at that time, but the management of the Tsuruga plant even used the Self Defense Forces to crack down on them. レイバーネットTVことし最後の放送は、12月15日に行われた。ゲストは30年前、世界初めて「原発下請け労働組合」をつくった元敦賀原発の斉藤征二さん。斉藤さんの話は強烈だった。「原発作業に技術はいらない。作業のほとんどは、人間が雑巾やウェスで設備についた放射能をふきとる除染作業。だれでもできる仕事だった。しかし、被ばくがあるので、人海戦術で被ばくを分け合ってするしかない。除染にはサランラップも使った。超近代的技術にみえる原発は、じつは原始的労働で支えられている。福島原発の汚染はひどく、作業員は命を投げ打って仕事をしているはず。もう労働者の命を削り、住民に汚染を強いる原発はやめるべきだ」。斉藤さんは、当時182人の仲間を組織したが、会社側が自衛隊まで使って弾圧してきたことを生々しく語った。「原発をなくすためにこれからも活動を続ける」、斉藤さんの眼が光っていた。（M）アーカイブ視聴＊写真＝レイバーネットTVに出演する斉藤征二さん（中央）

I cannot afford to die! Apologize now! – 1,300 surround MOFA, demanding solution of “Comfort women” issue

On December 14, 2011, roars of right wingers and nationalists carrying Japan’s Hinomaru national flags covered the Ministry of Foreign Affairs (MOFA). Despite the chaotic situation, citizens carrying placards and banners came to the building of the ministry one after another to immediately surround it. This day was when the 1,000th Wednesday demonstration of former Korean “comfort women” during World War II was held in Seoul. However, the Japanese Government continues to ignore their demands, and their rights have not been restored yet. The action to surround the MOFA was to urge the Japanese Government to resolve the “comfort women” issue. SON Sindo, an 88-year old former “comfort women” for the Japanese Imperial Army during the war, was on a wheelchair to join the action. Ms. Son shouted at the top of her voice among many news reporters, “Apologize immediately. I cannot afford to die yet”. The “human chain” surrounding the MOFA was finally joined by more than 1,300 persons, and succeeded in repelling the rightists’ obstruction. Bill on “Fundamental Ordinance on Education” destroys education! Sit-in in front of Osaka Prefectural Assembly

On December 12, 2011, there was a sit-in against a bill on “Fundamental Ordinance on Education”, which coerces public school teachers to stand up and sing the national anthem “Kimigayo” at school events. Citizens protested against the bill in front of the entrance to the Osaka Prefectural Assembly from 10 AM to 4 PM. On this day, MATSUI Ichiro, the newly elected Osaka Governor, delivered his inaugural speech at the assembly. The demonstrators were appealing against the undemocratic bill while spreading banners and delivering fliers in the bitter winter cold. Even some employees of the Osaka Prefectural Government supported the action. KURODA Yoshihiro, the president of the Hotline Osaka against Hinomaru and Kimigayo (Hinomaru: Japan’s national flag), and a university professor also joined the demonstration. 学校を破壊する「教育基本条例案」はアカン！～大阪府議会前で座り込み

12月12日、教育基本条例案抗議の座り込み行動が行われました！大阪府議会開会中、しかも松井知事の所信表明が行われたこの日、大阪府議会正面玄関前で10時から16時までの6時間、のべ10人の府民が座り込み、教育基本条例案廃案を訴えました。横断幕を張り、道行く人々にマイクで教育基本条例案の本質を訴え、ビラをまき、ときには府職員の支援の言葉までも受けながら、冬空の枯葉舞うなかでの行動でした。日の丸君が代ホットライン大阪事務局の黒田伊彦さんも駆けつけられアピールされました。また、支援者のＳ大学のＳさんも駆けつけてくださいました。支援者からは、おにぎり・中華まん・お菓子の差し入れがあり、なかには「がんばってね」とお花を持って来てくださった人もいました。今回の座り込み行動は条例案廃案に向けての第一波の行動です。（大阪・辻谷）

“10 Million Signatures” for denuclearization – 5,500 gathered in the rally

On December 10, 2011, 5,500 participated in a rally for “10 Million Signatures for Denuclearization” held at the Hibiya Open-air Music Hall in central Tokyo. The rally started with KANDA Kaori as MC, a professional storyteller who is active against nukes. OE Kenzaburo, one of the rally organizers and a Nobel laureate writer, criticized Japan’s Diet that approved an agreement to export nuclear power plants from Japan. Mr. Oe also strongly condemned the “rape” remarks of TANAKA Satoshi, former Okinawa Defense Bureau Chief, saying, “High-ranking officials forcibly implement (wrong) national policies while making such controversial remarks”. Mr. Oe appealed the movement for denuclearization be continued, saying, “Some doubt an effect of signatures, but wills of 10 million people will be reflected in the next election in any way for sure”. 「がんばろう！1000万署名」～脱原発・日比谷集会に5500人

12月10日、東京・千代田区の日比谷野外音楽堂で「がんばろう！さようなら原発 1000万署名」集会が開かれ、会場をうめつくす5500人が集まった。午後1時30分。講談師の神田香織さんの司会で集会が始まる。呼びかけ人の一人・作家の大江健三郎さんは、日本の原発を輸出する協定が国会で承認されたことを批判。また、沖縄での田中聡・前沖縄防衛局長の「犯す」発言に触れ、「高級官僚は、こうした問題発言をしながら、一方では『粛々とやる』などと言い放って強硬なやり方をしている」と厳しく糾弾。「署名が何の力になるのか、との声もあるが、1000万人の意思が集まれば、それは必ず何らかの形で次の選挙に反映される」と運動の継続を訴えた。（Y）

“Simultaneous firing at the age of 65” is not valid! – 5 dismissed non-regular workers protest

At the end of September 2011, all of 14,000 temporary postal workers of 65 years or older were simultaneously fired in all around Japan. Among them, five dismissed workers protested against the firing on December 9, all from the Tokyo Metropolitan area. They filed a complaint to the Tokyo District Court on the invalid firing and the working regulations in Japan Post providing the age of retirement for temporary employees as being antisocial and invalid. After filing, they held a press conference (photo). Some have worked long since before the privatization of the postal services, and some others were older than 65 when hired by Japan Post. Most of them have not been informed of the working regulations that specify the age of retirement at 65. Their contracts were automatically renewed every six months even when they became older than 65. This unilateral firing is caused by “deficits” according to the management of Japan Post, but it is totally unacceptable. 郵政非正規「65歳一斉雇い止め」は無効だ！～5人の被解雇者が立ちあがる

この9月末、65歳以上の郵政期間雇用社員が一斉に「雇い止め」解雇された。その数全国で1万4000人に上る。これに対して12月9日、首都圏の5人の被解雇者が立ち上がった。解雇の無効と有期雇用社員に対して定年制を設けた就業規則そのものが反社会的であり無効であるとして、東京地裁に提訴した。提訴後、記者会見を開きそれぞれの想いを訴えた（写真）。民営化以前から長年働いてきた方もいれば、65歳を超えてから職場に採用された方もいる。65歳定年制を記した就業規則があることさえ周知されていない。そもそもこれまで65歳を超えても普通に半年ごとの契約更新をされてきたのである。赤字を理由とした一方的なリストラは許せない。郵政ユニオンも原告団を支援していくことを表明した。原告団は今後もその数を増やしていく予定。（多田野 Dave）・郵政ユニオンHP

Central Labour Relations Commission Orders Immediate Reinstatement of Mr. Shiota: Labor Win Again in the Hankyu Travel Support Case

Central Labour Relations Commission issued an order on November 29 regarding the unfair labor practice by the Hankyo Travel Support. The case is regarding Mr. Takuji Shiota, a tour conductor of the travel agency and the president of the HTS Local of the National Union of General Workers’ Tokyo Tobu, who was practically fired in 2009 by being suspended from the assignment for allegedly damaging the company's reputation with the interview he gave the "Weekly Kinyobi." The Hankyu Travel Support has been ordered 1) to lift the suspension and duly handle Mr. Shiota as the registered tour conductor and 2) to remunerate him with the estimated one-year salary he was supposed to have earned had he not been suspended. We, the NUGW Tokyo Tobu, urge the Hankyu Travel Support to seriously reflect their wrong doing that was condemned in the present order, following the one of the Tokyo Labor Commission in February this year, and have Mr. Shiota back in his job immediately. 塩田さんをただちに職場に戻せ！～阪急トラベルサポートで中労委勝利命令

「週刊金曜日」の取材に応じたことで、阪急トラベルサポートより「アサイン停止」（事実上の解雇）を受けたＨＴＳ支部の塩田委員長の不当労働行為事件で、中労委は11月29日命令を交付した。内容は「（1）阪急トラベルサポートは、塩田さんに対して行ったアサイン停止を解除し、塩田さんを同社の登録派遣添乗員として取り扱わなければならない（2）阪急トラベルサポートは、塩田さんが就労していたならば受けるはずであった1年間分の賃金相当額を支払わなければならない」というもの。私たちは、都労委に続き中労委からも不当労働行為を断罪された阪急トラベルサポートに猛省を求めます。その上で、阪急トラベルサポートは塩田さんをただちに職場に戻すべきです。（東部労組・菅野）　＊写真＝命令を受けての記者会見・中央が塩田卓嗣さん（厚労省）

Pleading Held at the Supreme Court: High Court's Decision on the Kimigayo Case Likely to Be Reversed

Pleading session was held in the supreme court on November 28 for the case filed by Ms. Junko Kawarai and Ms. Kimiko Nezu. The teachers lost in the first and second trials of the suit to gain the annulment of reprimands, one-month and three-month suspension respectively, that they were given for refusing to stand up along the Kimigayo during school ceremonies in 2006, a memorial ceremony in January in the case of Ms. Kawarai and the graduation in March in the case of Ms. Nezu. Since pleading in the supreme court is held only when the judges are considering to reverse the lower court's ruling, it is likely that the supreme court will decide on the annulment of the disciplinary suspensions. The ruling is due on January 16, 2012. "I am delighted to have had the pleading in the supreme court after a series of unjust rulings. The issues of nuclear power plants and Kimigayo are rooted in a same problem existing in our society. We must go back to the basics now, " said Ms. Kawarai in the debriefing session after the pleading. Ms. Nezu said "It is now impossible to speak freely in educational institutions. 最高裁、河原井・根津「君が代」裁判で弁論～停職処分みなおしへ

11月28日最高裁は、河原井・根津「君が代」裁判の弁論を開いた。原告の河原井純子さんは、2006年1月の記念式典、根津公子さんは3月の卒業式で「君が代」不起立をしたことに対する処分（河原井さん停職1ヶ月、根津さん停職3ヶ月）の取消を求めていたが、一審、二審とも敗訴していた。弁論は二審の判決を見直す場合に開くのが通例となっており、今回は停職処分の取消の最高裁判決が出る可能性が大きくなった。判決は来年の1月16日に出される予定。弁論後の報告会（写真）で河原井さんは、「あまりにも不当判決が続いたので、弁論が開かれたことは大きな喜び。原発も君が代も根っこは同じ。原点にたちかえるべき」と語り、根津さんは「教育現場ではものが言えない状態だ。おかしいことはおかしいと言えるようにこの判決が役立ってほしい」と語った。（佐々木有美）　＊写真＝弁論後の報告会（中央は弁護団）

Let's Pass on the Baton of Kunio Hamagushi!: Highly Successful Event on the Labourer-Poet

An event titled "Now We Talk about Kunio Hamaguchi" was held on November 23 in a meeting room of the Musashino Hall in Tokyo. The venue was full of 133 participants, far more than the organizers expected in advance. (photo) In the event, the works of the labourer-cum-poet were vividly depicted through recitation of poems including "Cleaning Latrines" and "Tale of the Hell" and talks by musicians and other authorities. In her speech, Poet Itsuko Ishikawa named three major topics that Hamaguchi's poems dealt with, i.e. Asia-Pasific War, National Railway workers and peace movement. "Those on the war are particularly mighty: They describe his own experience including stabbing of war prisoners to death and deaths of fellow soldiers out of starvation and thus unveiled the reality of the so-called holy war. The war made Hamaguchi, a man who previously was not at all interested in literature, into a poet. He was then raised by the poets' league of Japan National Railway," she said and urged the audience to hold tight to Hamaguchi's baton and hand on to the forth-coming generations the foolishness of the war. 濱口國雄のバトンを引きつごう～労働者詩人・濱口國雄を語る集い、大盛況

11月23日、東京・武蔵野公会堂会議室で「いま濱口國雄を語る」というイベントが開催された。主催者の予想をはるかにこえた133人の参加があり、会場があふれた（写真）。会では「労働者詩人・濱口國雄」の詩の朗読（「便所掃除」「地獄の話」など）や音楽・関係者のトークで、濱口國雄の仕事が鮮烈に浮かび上がった。詩人の石川逸子さんは、「濱口の詩は（1）アジア太平洋戦争（2）国鉄労働者（3）平和運動の3分野があるが、とりわけ（1）の自身の戦場体験（捕虜の刺殺や仲間の饑餓死）を細部にわたって表現し、聖戦の実態を暴いた詩は強烈だった。文学に全く縁がなかった濱口を詩人にしたのは戦争で、育てたのが国鉄詩人連盟だった。私たちは濱口のバトンを引き継ぎ戦争の愚かさを次世代に伝えていこう」と訴えた。（M）・3分ビデオ「濱口國雄の詩」

Celebrities including academics, authors and actors issued an appeal in November 2011, expressing their objection to the draft Fundamental Ordinance of Education that has been proposed to the Osaka prefectural assembly by the ruling party, Osaka Restoration Association. They are concerned that the proposed ordinance would impose a serious problem not only on the Osaka Prefecture but also on the whole nation. A workers' rally aiming for abolition of nuclear power plants organized by Japan Construction and Transport Industry Workers Solidarity Union, All Japan Dock workers' Union and the National Council of the National Union of General Workers was held on November 18 at Tamachi Kotsu Building in Tokyo. Mr. Satoshi Kamata, a well-known reportage writer, addressed the rally: "We who aim for a world without nuclear power plants are now in the middle of a fierce battle with those planning to restart the reactors currently at rest. We must work hard through to the victory. Only small parts of business community, politicians, academics and mass media are making profits out of nuclear power. An overwhelming majority of the population are against it, but they are not yet well organized into a political power. The nuclear power has been promoted as a national policy and politics can change the direction. Trade unions and activists must facilitate the change by turning people's will into a political power and leading the fight to liberate ourselves from the rule by few, the class struggle to break down the monopoly. To this end, it is important to make the movement easier for everybody to participate. Stop the complacency of the conventional movement with union flags. Seek for a new style. Be friendly to ordinary people so that they too can take part in the movement. Let's progress with our best efforts in actions such as 10 million signatures," he urged. (By M)

11月18日、東京・田町交通ビルで「11.18脱原発を実現する労働者集会」が、全日建・全港湾・全国一般全国協の三組合の主催で開催された。ルポライターの鎌田慧さんが講演。鎌田さんは「いま脱原発か原発再稼働かのせめぎ合いのとき。手を抜かずに勝ち抜くときだ。原発利権をむさぼっているのは一部の財界・政治家・学者・マスコミの連中。国民の圧倒的大多数は原発反対である。しかしその力が政治化できていない。原発は国策だから、政治の力で簡単に“脱原発”に変えられる。いま労組や運動側がやらなくてはいけないことは、国民の力を政治化し、一握りの支配を脱していく闘いだ。これは独占を打ち破る“階級闘争”でもある。大事なことは、だれでも参加しやすい運動をつくること。従来型の赤旗を振って自分たちだけやっている気分になる“自己満足的運動”ではなく、腰を低くして、だれでも参加しやすい運動スタイルを追求することだ。1000万人署名など、これから本気で取り組もう」と熱く訴えた。（M）

We plan to open a diner that is managed by people of the devastated region; that is to operate as a community center as well as providing meals; that is to become a space open to anyone; that is to act as a place for volunteers to gather in between their work in the open-kitchen, visits to temporary housing and help in reconstruction efforts; that is to support locals rebuild their lives; and that aims to lead to other diners like it. ‘We Need No Nuclear Power Plants’ Calls Surround METI—1,300 Gather in Rain

I joined the human chain action on Nov. 1 at the Ministry of Economy, Trade and Industry. As I ran up the stairs from the subway station, people were listening into the speeches by Actor Taro Yamamoto. Following his speech was the song by a girl group. Police control around the subway entrance area was strict because of the ministry officials returning home after work, they said. Although the police kept tight guard, the number of participants continued to grow, leading to a complete human chain surrounding the METI building. With umbrellas and rain coats, we held the banners and candles, and made noise with instruments. Though in the cold rain, everyone was cheerful. Solidarity was confirmed as we held our hands tight. Raising our tightly-held hands, we chanted, “No More Nuclear Plants.” The voices of 1,300 echoed in the rainy night, when only the lights from the METI building it the human chain. By Y.

「原発はいらない」の声に包まれた経産省～雨のなか1300人が参加

11月11日「たそがれの経産省キャンドル包囲・人間の鎖アクション｣に参加した。駅の階段を駆け上がると、集まった人々は宣伝カーからの発言に耳を傾けていた。マイクを握っているのは俳優の山本太郎さんのようだ。続いておなじみ制服向上委員会の歌が始まった。東京メトロ・霞が関駅の出入り口付近では、特に警官による規制が目立つ。退庁の通勤者を通させることを口実にして、やかましい警告を繰り返している。しかし、そんな警備陣の努力も空しく、参加者は増え続けた。そして圧倒的な包囲の輪が形成された。傘を差し、カッパを着て、ゼッケンを首から垂らし、横断幕を広げ、キャンドルを持ち、楽器を打ち鳴らした。寒さのなかで立ち続ける人々の表情は明るく、あちこちで連帯の会話が交わされていた。つないだ手はしっかりと握られ、そしてかけ声とともに高々と掲げられた。「原発はいらない」－1300人の叫びが、冷たい雨をはね返した。省内から漏れる光が、参加者の固い決意を照らしていた。（報道部・Ｙ）・写真（様々な表現）

More Than 300 Gather at Rally to Support JAL Unfair Layoff

Japan Airlines Co. laid off 165 employees at the end of last year. Of that, 148 filed a lawsuit and revealed how the company abruptly terminated their employment ignoring the four requirements to execute restructuring. The rally was held on Nov. 7 to support the struggles of JAL employees (See photo) in Tokyo’s Bunkyo Ward. Total of 381 people gathered in support, including 68 crew and 313 trade unionists and others. The rally kicked off with a song of “We Shall Return to That Very Sky (Ano Sora e Kaero),” followed by lectures on the meaning of JAL struggles by the lawyers and proposal of the support network by the director. 300名を超える結集でJAL不当解雇撤回「支える会」結成集会

昨年の大晦日、日本航空（JAL）は不当にも165名の労働者を解雇しました。その後、148名が裁判闘争に決起し、裁判などを通じ、「整理解雇の四要件」を無視したJALの乱暴なやり方が明らかにされてきました。このような中、11月7日、「不当解雇とたたかう日本航空労働者を支える会」（支える会）結成集会が文京区民センターで開催されました（写真）。乗員・客室乗務員原告68名、様々な労働組合・団体から313名、合計で381名の結集で会場は満員、熱気あふれる集会となりました。集会は、「あの空へかえろう」の合唱でスタート。裁判担当の山口弁護士から現在裁判の状況の報告、「支える会」の代表世話人に就任した日本労働弁護団会長宮里弁護士から「JAL闘争の意義」と題したミニ講演、柚木「支える会」事務局長から「支える会」の今後の運動方針の提起を受け、支援団体からの連帯発言と続きました。（東京東部労組）

Evacuees by Choice Shall Be Compensated—Rights Rally in Tokyo

Some 200 people gathered in Tokyo’s Bunkyo Ward on Nov. 5 (See photo) to discuss the rights of the people who chose to evacuate from the areas not officially designated by the government. The Japanese government has not compensated the people who evacuated from outside of the 20 km zone. The evacuees by choice, however, have also been forced to live in financial difficulties and separation from families. Their rights to live have been violated. The participants at the rally called the committee to resolve disputes relating to nuclear disaster for resolution at an earlier date. People who are left behind in Fukushima Prefecture are also still suffering. Residents of Iitate and Watari district of Fukushima City also spoke of their troubled situation. 今すぐ「自主的避難者」への賠償を！～避難の権利集会 in東京

11月5日、「避難の権利集会in東京」が文京区民センターで開かれ、200名が集まった（写真）。日本政府は、震災後、「避難区域（基準は20mSv/年）」の外から避難した人たちに対して何の支援、賠償策を示していない。「自主」避難した人々は、避難先で経済的な労苦、家族との別離等、生存権が侵され続けているのだ。集会では、やっと動き出した「原子力損害賠償紛争審査会」が1日も早く具体策を講じることの必要性が「自主避難者」から強く訴えられた。また、同時に福島に残された人々も悲惨な状況下にある。飯舘村・福島市渡利地区からの報告が続いた。（湯本雅典）・動画（YouTube）

United with Casual, Foreign, Outsourced Workers

Unions in Aichi Prefecture carried out a joint action on Nov. 1 to confirm solidarity with casual workers and full-timers, foreign residents and Japanese, outsourced workers and outsourcing company workers. About 20 brothers and sisters of Aichi Rentai Union, Sasajima Day Laborers Union, Nagoya Fureai Union, All Toyota Union and ANU conducted a protest action against unfair labor practice at Shirogane Plating Co., which is outsourced by Toyota (see photo). Workers in disputes with Aishin and Denso also spoke at the action. We were glad to see the workers who stand opposite each other came together for this joint action, which continued onto the restaurant Kasumi, Tokyo Academy and Toyota Building. 非正規・外国人・下請けをこえて連帯～愛知県ユニオン共同行動

11月1日、愛知県ユニオン共同行動が、非正規と正規、外国人と日本人、下請けと発注先の労働者が連帯して開催されました。午前10時、愛知連帯ユニオン、笹島日雇労組、名古屋ふれあいユニオン、オールトヨタユニオン（ATU）、ANUなどの仲間20人がトヨタ車部品の鍍金を下請している白金鍍金工業前で、不当労働行為への抗議の街頭宣伝を行いました（写真）。街頭宣伝では、白金鍍金工業の顧客であるアイシンやデンソーで争議をたたかう労働者も発言しました。ユニオン共同行動が、非正規と正規、外国人と日本人、発注先と下請工場で働く労働者をひとつに結ぶ場になっていることは素晴らしいことです。この後、共同行動は、津島市のレストラン霞（笹日労）→名古屋駅前の東京アカデミー（名古屋ふれあいユニオン）と争議行動を続け、18時からは、トヨタビル（ミッドランドスクエア）前で宣伝行動を行いました。（愛知連帯ユニオン）

“We can’t leave our children in the sea of flames” A three day sit-in of anger

On　October 27, Fukushima　Women　against　Nukes"　started　a　sit-in　in front of the Ministry of Economy, Trade and Industry (MITI). About 700 people gathered from Fukushima and nation-wide, with great enthusiasm. Participants wore buttons and held placards voicing their messages. SATO Sachiko made a strong appeal at the opening rally. “We, women in the Tohoku region, have kept and restrained our anger for seven months. And now we will take action and start a three day sit-in. Our children have been left in the sea of flames. As women and as mothers, we cannot allow this situation to continue. We owe it to our children to defend their future. We will sit-in with this conviction in our hearts and spread our voices all over Japan and the world. Let’s take the first step here towards regaining true happiness.” At 11 a.m., a delegation of 30 people met with the Ministry’s officials and urged them to terminate the nuclear power energy policy. 107 women from Fukushima are expected to participate in the sit-in. 子どもたちを「炎の海」に放置することはできない！～怒りの座りこみ始まる

On October 23, a National Youth Meeting for Decent Work and Humane Living brought 4800 participants to　Meiji Park, Tokyo. A young member of the Sony Union from Miyagi Prefecture was greeted with big applause. “I was washed away by the Tsunami together with my family and my house.” he said. “Sony has laid-off the contingent workers. Please give warm support to our union.” There were also participants and reports from the Korean Youth Workers’ Union and the United Electrical, Radio and Machine Workers of America (UE). Called traitor for evacuating Parents from Fukushima testify at the Damage Screening Committee

The 15th meeting of the Screening Committee for Disputes Concerning Nuclear Power Damages was held on October 20 and two parents from Fukushima testified to demand the right to evacuate. NAKATE Seiichi from Fukushima City, whose family has already evacuated to Okayama, remains in Fukushima to serve as a representative for the Fukushima Network to Protect Children from Radioactivity. “There are different views on evacuation even among experts” he said. “But we, parents, are forced to make decisions on our own.” SHISHIDO Takako, who has evacuated to Sapporo City from Date City and is organizing the evacuees into a self support organization, reported, “We were called traitors for leaving Fukushima. But we had to evacuate for the sake of our children.” The Chair of the Screening Committee, NOMI Yoshihisa, concluded the meeting by saying, “We will discuss and solve the compensation problems of both -those who voluntarily evacuated and those who are still remaining in Fukushima.” (YUMOTO Masanori)

「避難というだけで非国民扱い」～福島の親が「原賠審」で意見陳述

10月20日、第15回原子力損害賠償紛争審査会（以下「原賠審」）が文科省で開催され、避難の権利を求めて福島県の2人の親が意見陳述した。家族を岡山県に避難させ、自らは福島に残り「子どもたちを放射能から守る福島ネットワーク」の代表として活動している中手聖一さん（福島市在住）は、「そもそも専門家の中でさえ意見がわかれる問題について、我々親が決断を下さなければならない状況に追い込まれているのです」と語り、福島県伊達市から札幌市に避難し、避難先で避難者自治組織を作って活動をしている宍戸隆子さん（写真）は、「はじめは福島から避難するというだけで、『非国民扱い』をされました。それでも避難したのは子どものためなのです」と語った。会のしめくくりに「現陪審」会長の能見義久氏は「自主避難の賠償と福島に残っている人の賠償の問題は、同時に検討し解決していきたい」と結んだ。（湯本雅典）・動画（YouTube）

Victorious order from the Labor Commission Hankyu Travel Co. must bargain with the union

In April 2008, the Hankyu Travel Support Local of the Tokyo Tobu Union filed an unfair labor practice claim against Hankyu Travel Co. for refusing to bargain with the union. The union members were working at the Company as agency workers. The Tokyo Metropolitan Labor Commission handed down a ruling on October 21, ordering the company “to bargain in good faith with the union on working hours” and also to issue a written apology to the union stating that “the company will make sure that this practice will not happen again.” It was a complete victory for the union. 「阪急交通社はＨＴＳ支部との団体交渉に応じよ」～都労委が組合勝利命令

Labornet TV features TPP Gains only for the 1%

The 21st broadcast of Labornet TV on October 20 featured the Trans Pacific Partnership (TPP) agreement. The title of the special feature was “What is TPP? You will be a prey to the eagle if you don’t know” and the guest speakers were journalist, ONO Kazuoki and doctor, HONDA Hiroshi. Ono pointed out that “it is dangerous to let the market rule everything.” Showing charts, he said that “the people who are going to gain from TPP are senior bureaucrats and managers of big corporations and they are only 1% of the population. 99% of the people are going to lose and they are the unemployed, farmers, fisher folks, contingent workers, small and medium sized enterprises and people who want to defend their health and natural environment.” Doctor Honda said, “TPP would destroy the health care system which is already endangered. Only the rich would be able to receive good health care. Most of the people would be not able to get the health care they are getting now. Stand up for eradicating poverty! Big anti-poverty rally in Tokyo

On October 16, 2011, a big anti-poverty rally was held at Hosei University in central Tokyo. Its theme was “Poverty exposed by the earthquake”. The rally consisted of three parts – a section of messages from disaster victims and disaster-stricken areas, thirteen workshops, and a symposium “What we need to survive”. All the messages were sufferings experienced by those whose relatives were killed by the tsunami, those who have been struggling to raise their children after having been fired from their workplaces, workers who are working at the troubled nuclear power plant with painful feelings, and former fishermen and farmers whose livelihoods were robbed from them. On October 15, 2011, action was called for by UCHIDA Shoko, Pacific Asia Resource Center (PARC); MATSUMOTO Chie, LaborNet Japan; KAWAZOE Makoto, Tokyo Young Contingent Workers' Union; and AMAMIYA Karin, writer as a part of the “Occupy Wall Street! Occupy the Planet!”. The rally was held at a park in the Roppongi district, central Tokyo. There were surprisingly a large number of security policemen and news reporters, so the action drew much attention. Many of approximately 200 participants freely expressed their feelings. A university student appealed loudly, “It’s time to stop economic growth that sacrifices and exploits someone. It’s time to stop pursuing money. I’m angry!”. The gathering was also shown in real time in the United States by Skype, while curry and rice were given to the participants free of charge and some were playing the drums there. The park became a liberation square. This action has proven the potential that the movement of the 99% will expand also in Japan. (M)

European-style demonstration? 750 join anti-nuke “Drumming Demonstration”

750 participants in an anti-nuke “Drumming Demonstration”, which was held in the Shibuya district, central Tokyo on October 9, 2011, demanded the abolition of nuclear power plants and denuclearization by drumming and playing various instruments. One of the demonstrators, a 30-year old woman living in Tokyo, said, “I was a little nervous about participating in today’s march as many demonstrators were unlawfully arrested in the previous demonstrations. But I was able to express my feelings happily today without intimidation from the police”. Another demonstrator, a man in his 50s who was actively playing the flute, said, “I think we succeeded in expressing our wishes thanks to a small number of policemen, probably because of no loud music, so I suppose this march was similar to that in Europe”. ヨーロッパ型デモ出現!?～脱原発「怒りのドラムデモ」に750人

A socializing party of “community unions” from all around Japan, which any individual worker can join, was held in Aso City, Kumamoto Prefecture in the southwestern island of Kyushu on October 1 and 2, 2011. The party, organized by the Community Union National Network every year, was joined by 320 members from 80 affiliated unions nationwide (photo). The party was supposed to be held in Yamagata Prefecture in the Tohoku district, but its venue was changed to Kumamoto due to the Great East Japan Earthquake causing serious damage in the district. At the party, UEDA Jun, chief executive of the Rengo Kumamoto Union and host of the party, delivered an opening address, saying, “The earthquake destroyed supply chains and seriously affected the Japanese economy. Systems only to pursue efficiency, such as a just-in-time system, are now questioned. It is time for us to create a society of solidarity, which is resilient and friendly to each individual”. 「コミュニティ・ユニオン」の全国交流集会阿蘇で開かれる～全国から80団体・320人
一人から入れる地域労働組合・「コミュニティ・ユニオン」の全国交流集会が10月1日と2日の2日間、熊本県阿蘇市で開催された。この集会は、「コミュニティ・ユニオン全国ネットワーク」が毎年開催しているもので、今年は全国80団体から320人が参加した（写真）。今年の全国交流集会は本来、山形県米沢市での開催が予定されていた。しかし、東日本大震災の影響で開催が困難となり、急きょ熊本で開催されることとなった。集会ではまず、集会実行委員長を務めた連合熊本ユニオンの上田淳執行委員長があいさつに立った。上田実行委員長は、「今回の震災ではサプライチェーンが寸断され、日本経済に大きな影響を与えた。ジャストインタイムなど、効率性だけを追及してきたシステムが問い直されている」と述べ、「自然災害に強い、一人一人が大切にされる連帯社会をつくっていこう」と訴えた。（酒井徹）

Tokyo Joins Global 'Occupy' Movement

Several hundred people gathered at parks and took it to the streets of Tokyo on Oct. 15, the day of global action to Occupy Together.
One of the Tokyo actions had more than 100 independent, trade unionists and activists at a small park in Roppongi, a trendy district of Tokyo.
Each spoke of their demands to the government, income disparity that continues to be worse and concerns over radiation contamination by Fukushima Daiichi nuclear power plant. The Roppongi action received a solidarity message from Occupy Seoul and talked to the members of Occupy in Merced, California, and Washington D.C. via Skype.
Although police and secret agents surrounded the rally, the 99% were strong and persistent with music and free vegitable curry served.
Occupy Tokyo organizers plan to have another action sometime soon.

Inamori in Court, Backs off from Earlier Statement: the JAL Restructuring Case

The plaintiffs and their supporters, demanding Japan Airlines to reinstate 165 employees who were dismissed in December last year, gathered in front of the Tokyo District Court in the morning on 30 September. Some of them were in the uniform of JAL pilots, others holding banners expressing their demands. The day marked the highlight of the trial with the court appearance of the Chairman, Kazuo Inamori who admitted, in a press conference in February, that the dismissal was unnecessary in light of the restructuring plan of the company. He however disappointed the courtroom audience by mentioning his earlier remark as "imprudent and regrettable." Satoshi Tokairin, one of the audience, described Chairman's testimony as "outrageous." "Inamori pretended to be a token representative of the JAL management with no actual role in the unlawful dismissal. He said he was unaware of the fact that the restructuring target had already been achieved by that time and put all the responsibilities on the receiver, " he said.
In the inquiry of the day, the leader of the plaintiffs, Taeko Uchida, examined Inamori herself, but he replied to all her questions with phrases indicating lack of knowledge, involvement or memory. The audience was so appalled to the extent that they could not help laughing at times.

「知らぬ存ぜぬ」を繰り返す稲盛会長～JAL整理解雇裁判、最大の山場に

9月30日、東京地裁前は朝から「JAL不当解雇撤回」の桃太郎旗が林立し、パイロット姿の原告団と支援者で賑わった（写真）。この裁判は、昨年末に165名が整理解雇された事件。この日はJAL稲盛会長の証人尋問で最大の山場を迎えた。稲盛会長は2月の会見で「経営上、解雇は必要なかった」と明言しており、証言に注目が集まった。しかし稲盛会長は「軽率な発言で反省している」と述べたのみ。傍聴した東海林智さんは「ひどい。“何の責任もないお飾り”と自分を演出していた。人員削減目標を達成していたことについても “知らなかった。管財人が決めたこと”を連発していた」。また内田妙子原告団長が尋問に立ち、組合との話し合いの約束を破り続けた稲盛氏に鋭く迫った。これに対し稲盛会長は「記憶にない、覚えていない、知りません」を繰り返すだけ。このJAL経営最高責任者の見苦しい姿に、傍聴席からは失笑が漏れた。（M）

Japan Post Plans to Dismiss 14000 Non-regular Workers Nationwide: Union Protest by Sit-in

Members of the Postal Workers’Union conducted a sit-in protest in front of the head office of Japan Post on 27 and 28 September. The protest was against the dismissal of 14000 non-regular workers aged over 65 scheduled for the end of the month.
"It is absolutely unacceptable that the company unilaterally made it possible for them to dismiss non-regular workers of certain ages simply by manipulating the employment regulations. Like myself, people of these ages are often playing leading roles among the employees of the sections they belong to. The present decision has taken no consideration of such circumstances in our work places," said outraged Tadanori Fukao (left in the photo), a telephone operator at a call-center. Ryoko Niwa (right in the photo), a delivery driver, criticized JP harshly. "Four colleagues are to be dismissed in my section and it will be impossible for the remaining staff to process the same amount of workload. On the other hand, the same jobs are offered in the employment service office. This is ridiculous! The massive dismissal will disrupt the work at post offices and inevitably result in worsened service."
Among 14000 workers to be dismissed, 32 belong to the Postal Workers’Union. The reporter was informed that they were considering a lawsuit.

全国で14000人が「雇い止め解雇」～郵政の横暴に怒りの座りこみ

日本郵政では、9月末で65歳を超える非正規社員14000人が一斉にクビを切られる。これに対して郵政ユニオンは、9月27～28日、郵政本社前で抗議の座りこみを敢行した。コールセンター電話受付業務をしてきた深尾忠典さん（写真左）は「何より許せないのは何の説明もなく、就業規則が変わったというだけでクビになること。仕事も私はリーダー格の存在で、職場の実態を考えていない」と憤る。配達ドライバーの丹羽良子さん（写真右）は、「私の職場で4人が雇い止めになり、仕事が回らなくなる。ハローワークに行ったら、同じ業務の求人が出されていた。本当にふざけている。職場は混乱し業務サービスの低下は必至だ」と厳しい口調で語った。郵政ユニオン所属の雇い止め対象者は32人いるが、提訴も検討中、という。（M）

Fukushima Eyewitnesses Appeal in US: Debriefing for Press Held in front of METI

Sachiko Sato of the Fukushima Network for Saving Children from Radiation and five other anti-nuclear activists held a press conference in front of the Ministry of Economy, Trade and Industry on 25 September to report on their visit to the United States.
Sato, Kaori Izumi of Association for Saving Children of Fukushima, Ireene Mioko Smith of Green Action, Yukiko Anzai, an organic farmer of Yoichi, Hokkaido Pref. and two others visited New York and Washington DC. for a week from 18 September to inform the American public of the current situation in Fukushima. In Washington DC., they had discussions with members of the U.S. Nuclear Regulatory Commission, the equivalent of the Nuclear and Industrial Safety Agency, and with lawmakers. Philosopher Labels Proposed Ordinance as 'Fatal to Education': 800 Rally against Imposition of Kimigayo in Osaka

A national rally titled 'We say No! to the ordinance of Kimigayo coersion' was held in Osaka on 24 September with participation of some 800 citizens local as well as from other prefectures. The participants,including many teachers and students, were driven by mounting concerns surrounding the prefectural government's aggressive move toward enactment of education-related ordinances that reflect nationalistic view of the right-wing governor, Toru Hashimoto. In the opening speech of the rally, Philosopher Tetsuya Takahashi severely criticized the proposed ordinance and Hashimoto himself. "It should be called 'The Basic Ordinance for Destruction of Education.'" "The governor's vision of Osaka government is that of the imperial system whereby the governor is the emperor."
Following Takahashi's speech, teachers struggling under similar situations in other prefectures made short speeches of solidarity. Among them was Kimiko Nezu, an ex-teacher from Tokyo who continued defiance of Kimigayo through to the retirement of this year despite three times of six-month suspension. She encouraged fellow teachers to keep to their belief and not to give in. Masaki Yumoto, a university student one of whose parents is non-Japanese national, raised an issue for the protest movement while commenting critically on the proposed ordinance. "It would coerce children of non-Japanese nationalities to give away with their own identities. This is why I feel against it. I also feel that the protest movement has yet to involve younger generations. I urge the participants to consider what each of you can do to reach out to the youth."

Nothing Is More Valuable than Life!: 60,000 Participate Japan's Largest Ever Anti-nuclear Rally

On 19 September, Meiji Park in Tokyo was filled with people and their calls for abolishment of nuclear power plants. Organized workers and other citizens belonging to all sorts of groups as well as individuals not affiliated with any particular organizations gathered together, expressing their desires for nuclear-free world on banners and sign boards. "Fukushima is still much contaminated with radiation. The status is far from 'under controll.' We will by no means allow other nuclear plants to resume operation. There is noting more valuable than the life!" Core promoters cried out angrily and the crowd responded with enthusiastic applaud.
The rally was followed by a demonstration march in three routes. Though the march lasted for for more than four hours, the participants were cheerful. They seemed to be delighted, empowered by the fact that as many as sixty thousand people came together.
The day certainly marked a historic step in the movement toward the nuclear-free world. (By M)

Philippine Toyota Union (TMPCWA) Suceeded in Launching Joint Action Both at the main struggle site, the Philippines, and in Japan

We, Suppor Group for TMPCWA in Japan,, launched from last October 9 thru 12 a series of concerted concurrent joint action with TMPCWA against Toyota, both in Japan and the Philippines, seeking for the solution of a 11-year longstanding struggle against a mass dismissal.
Inviting two union members representing TMPCWA (Union Vice President Wenny and Union Member Rowell) to Japan, we, supporters from Kanto Area went over by bus to the place in front of Midland Square by Nagoya Station of JR (Japan Railway), namely in front of toyota Aichi Headquarters to make, together with the local supporters in Aichi Area, PR activities to citizens of Nagoya City, and after that held a solidarity exchange meeting at Toyoda City Industrail and cultural Xenter.
The next day, from early morning, around Toyota Headquarters and Plant, we circulated to Toyota workers showing up for their daily job a paper napkin packet combined with a bill appealing their support and also made a request to the Headquarters. As a quite remarkable fact indeed, we had astrong impression that the workers coming their way to the company all looked so tired and somber as if they had had no human feelings.
On the other hand, in the main site, the Philippines, on October 10, bothe the dismissed members and the inside members currently working at Toyota plant of TMPCWA, together with a number of their supporters and member workers from other unions who came to join for cooperation, conducted a series of protest actions before Department of Labor and employment (DOLE), Department of Justice (DOJ), Japanese Embassy, etc. The joint actions both in Japan the Philippines were sucessfully finished thanks to the solidarity of workers.

フィリピントヨタ労組、現地と日本でトヨタ共同行動を貫徹
　私たちフィリピントヨタ労組を支援する会は10月９日から12日に掛けて、11年にも及ぶフィリピントヨタ労組（TMPCWA）の解雇闘争の解決を求めて、フィリピンと日本での同時共同行動に取り組んだ。
　フィリピントヨタ労組の代表2名（ウェニー副委員長とロウウェル組合員）を日本に招き、10月9日には関東からの支援者たちがバスでJR名古屋駅前ミットランドスクエアービル前（トヨタ名古屋本社）に行き、地元愛知の支援者たちとともに名古屋市民に情宣活動を行い、その後豊田市産業文化センターにて連帯交流集会を開催した。
　翌10月10日には早朝からトヨタ本社工場周辺で通勤してくるトヨタ労働者たちにティッシュ入り支援要請チラシを配布し、同時に愛知本社への申入れを行った。通勤してくるトヨタ社員たちが一様に疲れたような全く感情が見えない暗い姿であったことが深く印象に残った。
　一方、フィリピン現地では10月10日、フィリピントヨタ労組の解雇者たち及び現役の組合員たち更には支援の他労組の組合員たちが多数結集し、フィリピン雇用労働省、法務省、日本大使館等々での抗議行動を展開した。日比両国での同時共同行動は労働者の国際連帯により成功裏に終わった。
　また、フィリピンからの代表者たちが帰国する前日の10月12日にもトヨタ東京本社に対しても申入れ行動と社前集会を行った。

Tokyo High Court Penalizes Travel Company for Failing to Pay Overtime Work

National Union of General Workers, Tokyo Tobu, won a lawsuit against Hankyu Travel Support Co. for failing to pay overtime work. The Tokyo High Court upheld lower court’s decision on Sept. 14 that the company must calculate work hours of tour guides. The court dismissed the company’s claim that the overtime hours were included in the salary because it was difficult to calculate the hours. The court ordered the defendant to pay 513,730 yen unpaid and an equivalent amount for penalty.

東京高裁も「偽装みなし労働」を断罪～阪急トラベルサポートの不払い残業代請求訴訟

　9月14日、東京東部労組HTS（阪急トラベルサポート）支部が闘っている「偽装みなし労働」撤廃のための不払い残業代請求裁判控訴審の判決があり、1審に続き、組合側完全勝利判決をかちとりました。高裁は、1審に続き、「添乗員の労働時間算定は可能」と明確に判断し、「事業場外みなし労働」の適用を否定。未払い残業代51万3730円の支払いを命じると共に、同額の付加金（ペナルティ）の支払いも命じました。組合はこの勝利判決を受け、弁護団とともに厚労省記者クラブで記者会見を行いました。その席で原告の豊田さんは「添乗員の業務の実態を分かってもらった判決でとても嬉しい。この判決をステップに、力をあわせてがんばる。これを期に業界全体が変わってほしい」と訴えました。（東部労組・菅野）　＊写真＝喜びの当該労働者と弁護団（裁判所前）

Parents Demand GOVT Set Up ‘Evacuation Zone by Choice’

Seiichi Nakate (photo) of a Fukushima network to protect children from radiation talked about “evacuation zone by choice” at an event held on Sept. 11, half a year after the explosion at the TEPCO plant. The “evacuation zone by choice,” which is proposed by Children of Fukushima, is asking the local governments to financially support residents wishing to evacuate from this zone. The government is asked to guarantee the means of evacuation, as well as compensate the cost. “It’s not too late yet,” Nakate said. “The government should set up the evacuation zone by choice at an earlier date. 　福島原発事故から半年経った9月11日、福島市内で「9・11福島アクション」が開催され、そのプログラムの一つの「テーブルトーク」で、「子どもたちを放射能から守る福島ネットワーク（略称・子ども福島）」代表中手聖一さん（写真）が「子ども福島」が提唱する「選択的避難区域」について語った。「選択的避難区域」の設定とは、その区域の住民が避難を希望した場合、行政が避難のための費用、方法等を保証し賠償もするという仕組みである。中手さんは、「まだ間に合う。今からでも『選択的避難区域の設定』を一刻もはやく行うべきだ。そうすれば助かる命が増えるはずだ」と語った。（湯本雅典）・動画（YouTube）

‘We can Change Society by Demonstration’ ~ Voices against Nuclear Power Plants

Actions against nuclear power plants were carried out at three locations simultaneously in Tokyo on Sept. 11. Some 2,000 people led the one to Tokyo Electric Power Co. and Ministry of Economy, Trade and Industry. By 3:40 p.m., they surrounded the ministry building with a human chain. Two young participants began hunger strike in protest against nuclear power plants at 5 p.m. In the meantime, a rally blasting loud music in Shinjuku faced harsh restrictions from the police, and about 10 demonstrators were arrested. JR Needs to Recover All Railroads in Tohoku Now!

Some railways damaged by the Great East Japan Earthquake were repaired and the services resumed. Reports say that the worst is over since the recovery of Tohoku Shinkansen and Tohoku Line. However, some along the Pacific coast, including JR Hachinohe, Yamada, Ofunato, Kesennuma, Ishinomaki, Joban and Sanriku Tetsudo Railways, have no prospect of repair or recovery. “It may be a waste to repair the track because we don’t know how the towns are going to be reconstructed,” Japan Railway East officials said. True. But while other transport systems, such as roads and docks, are recovering by the day, railroad services that are basic infrastructure are left untouched. The railways that run through Tohoku like veins were said to be costly, a losing business, and facing a change in ownership to avoid complete closure. The central government and Japan Railways imposed heavy burden on passengers and local governments. And they are hoping to completely shut down these train services, taking advantage of the disaster. Union for Foreign Workers Born at Sharp-affiliated Plant

　Nearly 200 workers established a union at Sharp Co.-affiliated plant in Matsuzaka City, Mie Prefecture, on Aug. 18. The members manufacture liquid plasma display at Sharp Mie Plant No. 2 and No. 3 in the city. They are all Filipino working at GL, which is an outsourcing company of Mie Tech, a Sharp subsidiary. There are about 300 people working at the plant, but the union, Union Mie Sharp PNoy Unity, was able to organize more than a majority of workers. I visited the Information Center for the Fukushima Network to Protect Children from Radiation in Fukushima City on August 1st. The Network was formed on May 1st and is active in four sections; evacuation & recuperation, measurement & de-contamination, information & education, protection from radiation.
It is frequented with visitors and reporters and is attracting attention nationwide. It also serves as a citizen’s radiation measurement facility, measuring radiation of farm products upon requests and releasing the results to the public. The director of the facility, Yamaki Ryuuichi, pointed out, “ It is important to publicize the figures as information for making decisions and to be correctly afraid of radiation”. 「子ども福島」情報センターを訪ねて～市民の依頼受け放射線を測定
　福島市にある「子どもたちを放射能から守る福島ネットワーク（略称「子ども福島」）」の窓口となっている「情報センター」を訪ねた。「子ども福島」は5月1日に結成されて以降、「避難・疎開・保養セクション」「測定・除染セクション」「知識・普及セクション」「防護セクション」に分かれ活動をすすめてきた。情報センターには、連日訪問者、取材が訪れ、県内はもとより県外からも大きな注目を集めている。ここでは市民放射能測定所として、農作物の放射線量の市民の依頼を受けた測定もしている。そして測定結果を公表している。市民測定所理事の八巻隆一さん（写真）は、「数字をきちんと出すことによって、判断材料を持つ。『正しく怖がる』ことが必要だと思います」と語った。（湯本雅典・取材8月21日）報告・動画（YouTube）　　・「子ども福島」HP 　

Nagoya Fureai Union resolves on No Nukes

Nagoya Fureai Union, a community union on an individual affiliation basis in Aichi Prefecture, held a general meeting on August 27th. The meeting resolved to participate in the 9.19 Goodbye to Nuke 10 Million Action in Aichi to be held at Shirakawa Park from 1:30 p.m. and to take part in the No Nukes 10 Million Signature Campaign proposed by Oe Kenzaburo and other celebrities. The union had already held an open seminar on nuclear power plant issue on July 30th and raised consciousness of its members. The steering committee urged the general meeting to raise their voices in the No Nukes actions and was enthusiastically approved the members.

“Down with Kimigayo Ordinance!””Down with Hashimoto!”, chanting echoed around the Osaka Prefectural Government Office, on August 22nd. Educational workers nationwide gathered to surround the Office in protest of the Osaka Prefectural Governor, Hashimoto’s coercion to make teachers stand for the national anthem, Kimigayo. The participants of the protest meeting marched around the building, with more than 10 union flags and big fans with the slogan “No to Kimigayo Coercion Ordinance” in their hands. The demonstration was only for 30 minutes, but the Osaka government office quarters was filled with the voices against reprimanding teachers who refuse to stand for and sing Kimigayo. The action was the first of the string of actions for the September Prefectural Assembly Meetings and heralded the start of the Osaka Fall Action.

The National Support Committee for the Reinstatement of Japan Airline Workers and the plaintiffs met with the government on August 16th. They submitted the signatures for the reinstatement of the dismissed workers and urged the government to take necessary measures to solve this unfair dismissal case, following the Tokyo Metropolitan Labor Commission decision which recognized the dismissal as an unfair labor practice. This meeting was attended by representatives from JAL Cabin Crew Union, Japan Federation of Aviation Workers’ Union, JAL Flight Crew Union and Zenroren. The plaintiffs and the Support Committee will continue the struggle and demand the government to promptly settle the case.

A meeting to send the voices of children in Fukushima to the government was held at the House of Representatives Diet Members Building, August 17th. The meeting was full with participants and reporters and four children who came from Fukushima for the meeting raised direct questions to the 10 government officials. The children asked, “The question of de-contamination was raised in April, and it is already August but nothing has been done. You say you are doing you best, but what have you been doing actually?” The young bureaucrats answered, “The national government, prefectural and local governments, all have their difficult situation. There is the problem of budget and money, which are difficult for you to understand.” and tried to cut off the meeting. “You haven’t given the answer to the group evacuation.” grilled the children and the 10 bureaucrats were unable to say anything and just looked down in silence.(Johnny H)

On August 13, 2011, 450 participated in a “Light Yasukuni Shrine with Peace!” meeting at the Zendentsu Kaikan hall in central Tokyo. “Nukes and Yasukuni” were discussed based on the “Post 3.11 East Asia” at a symposium joined by representatives from South Korea, the mainland Japan, Okinawa and Taiwan. HAN Hong-goo from South Korea suggested that the administration of President LEE Myung-bak has worked toward building more nuclear power plants as being safe in the country and has an ambition to secure a nuclear weapon behind his promotion of nuclear power. TAKAHASHI Tetsuya, professor of the University of Tokyo and philosopher, said, “The representatives from all the regions agreed to anti-nukes. Nukes and Yasukuni are systems to sacrifice communities and people for national interests. They have no hope for us. It is time for us to build a society in which nobody is sacrificed”. Kobe: Campaign against “Osaka Bylaw for Coercing Kimigayo”

On August 9, 2011, several dozens of participants in a gathering of school teachers from all around Japan in Kobe campaigned against the bill for coercing Kimigayo, Japan’s controversial national anthem, in Osaka. They sang a song to call the Osaka Governor Hashimoto a “fascist” and appealed, “Down with authoritarianism of Governor Hashimoto and his party, the Osaka Restoration Association” and “Stop political intervention into education” (photo). 42 signed against the bill only in less than an hour, many of whom were junior high school and high school students who do not have a right to vote now but will be affected by the bill if it is passed. Some of them were youths in their 20s. Some of the participants in the campaign said, “I thought our appeal would be ignored, but people understood and signed after I explained the details carefully” and “Young people were very interested in this issue. 神戸で「君が代強制大阪府条例はいらん!」の署名活動

Grassroots organization: Some areas in Tokyo suburbs contaminated as seriously as in Chernobyl

The “Radiation Defense Project”, which is a grassroots group led by KINOSHITA Kota, journalist, measured soil radioactivity in 150 spots in the Tokyo metropolitan area and released the survey results on August 8, 2011. There are four highly contaminated spots equivalent to “Chernobyl Zone 3”, whose radioactive level is 185,000 to 555,000Bq/m2 so as to entitle a right to relocate to anyone who wishes to do so. There are 29 less contaminated spots equivalent to “Chernobyl Zone 4”, whose radioactive level is 37,000 to 185,000Bq/m2, in which residents are not required to evacuate but are subjected to strict health monitoring. The most shocking results were found in Misato City, Saitama Prefecture. The city has been known as a “hot spot” due to its high air dose rate and had a surprisingly high level of radiation, 919,100Bq/m2. This is equivalent to “Chernobyl Zone 2”, whose radioactive level is 550,000 to 1,480,000Bq/m2 so as to recommend all residents to evacuate”. 首都圏でチェルノブイリ並み高濃度汚染地域～市民団体が発表

“I want to fight out the struggle against karoshi”: 5th NAKAJIMA Tomio Prize Award Ceremony

Film “Barefoot Gen’s Hiroshima” released: Hiroshima’s memory overlapped with nuclear disaster

I had been less interested in films about the atomic bomb. Recently, I am interested in them again probably because the nuclear disaster in Fukushima overlaps with the bomb. “Barefoot Gen’s Hiroshima”, directed by ISHIDA Yuko, is a documentary film with a motif of a cartoon “Barefoot Gen” drawn by NAKAZAWA Keiji, which depicts his experience as a survivor of the atomic bomb dropped on the city when he was six. I had not seen any of animated or live-action films of the cartoon at all, or even read the original cartoon until I saw the film. However, I was fascinated with the narrative of Mr. Nakazawa about his experience of the bombing in this film. Then, I read the original cartoon and watched the animated and live-action films, and saw “Barefoot Gen’s Hiroshima” again. Then, I found the story of “Gen” represent Mr. Nakazawa’s experience even in the form of a fiction. Still, his own narrative was more realistic and moving. 　原爆映画は遠い昔のことだと関心も薄らいでいた。それが再び気になりはじめたのは、原発事故が原爆と重なって見えてきたせいだろうか。石田優子監督「はだしのゲンが見たヒロシマ」は、漫画『はだしのゲン』の作者、中沢啓治が6歳のとき被爆した体験を柱に生い立ちを語ったドキュメンタリーである。『はだしのゲン』は、これまで劇映画やアニメ化などでよく知られていたが、筆者はそれらを含め原作も読んだことがなかった。しかしこの映画で、自らの被爆を語る中沢の実感のこもった語り口に魅せられてしまった。そこで原作や劇映画、アニメを見たあとで再びこの映画を見た。これによって中沢の分身ともいうべき『ゲン』のドラマが、フィクションながらも中沢の体験そのものだとわかった。それでもなお、中沢自身による体験談のほうがずっとリアルで胸に迫ってきた。（木下昌明）・公式サイト　＊映画は8/6より都内で公開

Fine without a Nuke Plant！:　A Parade for Kaminoseki with Songs and Dances

A talks and live music event titled "Sparkling Future for Iwaijima, Kaminoseki: they'll be fine without a nuclear power plant!" was held in Tokyo on July 31 at Tokyo Women's Plaza Hall. Some 400 participants enjoyed talks by anti-nuclear plants activists Choichi Ujimoto, Hitomi Kamanaka, Kan Sugenami and Yutaka Osawa and the energetic performance of "Yaponecia Freeway" by musicians Bob Uchida and Tetsya Kajiwara & Masazane Nobutou. After the show, part of the participants paraded from the venue to Yoyogi Koen Park through Omote Sando and Harajuku. The Pacific Asian Resource Center and PARC Free School Vegetable Demonstration Group led by Johnny H conducted a demonstration with songs, dances and sounds and cheered the town after rain by chanting slogans. 原発なくても大丈夫！～歌と踊りとサウンドでパレード

Let's Demand the Government a Total Halt of Nuke Plants: Action Week for Denuclearization Called in September

The planning committee for "Goodbye to Nuclear Power Plants: Actions by Ten Million People" issued an appeal on July 28 for participation in the Goodbye to Nuclear Power Plants Action Week. The action week, planned for September 11-19, is to commemorate the sixth-month time since the Great East Japan Earthquake and the disaster of the Fukushima Dai-ichi Nuclear Power Plant. In the appeal, the committee urges people's organizations working in citizen's rights, environment protection and labor issues to show their determinations to build the society free of nuclear power plants and demand the government to suspend the operation of nuclear power plants, take countermeasures against the radiation, and choose renewable energies for central sources of power, by organizing various events including rallies, parades, lectures and seminars. In Tokyo, two events have so far been planned for the week, i.e. the Be-in Tokyo 9.11 to be held in the Meiji Koen Park on September 11 and the Ten Million People's Action Parade also to be held in the Meiji Koen Park on September 19. 'Education Is 20 Thousand Percent of Coertion': Hashimoto Aims for Rule of Politics over Education

The TMEB Houi Net, a citizen's networking group for containment of unlawful moves of the Tokyo Metropolitan Education Board held a rally on July 24 at Bunkyo Kumin Center, Tokyo, with some 160 participants. The rally was to denounce two unjust rulings regarding coercion of the controversial national anthem Kimigayo at schools that were accounced by the supreme court in June and July this year and to aim at repealing of the recently-enacted ordinance of Osaka Prefecture that demands teachers of prefectural schools to stand up during the performance of Kimigayo. Since the enactment of the ordinace on June 3, the Hinomaru flags have been put up all the time at prefectural schools in Osaka. The Osaka Governor Toru Hashimoto is eager to realize another coercive ordinance during the September session of Prefectural Assembly that allow the education board to dismiss teachers who disobeyed the standing-up ordinance for three times. "Hashimoto says that education is 20 thousand percent of coertion. He doesn't only impose Hinomaru and Kimigayo on perfectural schools but even aims for establishing a scheme of public education under which elected politicians decide policies and substances and schools are just to manage the implementation. 「教育は2万パーセント強制」～橋下府知事の狙いは政治の教育支配

"Training" To Punish Teachers Who Refused To Stand Up along Kimigayo: a Hundred Supporters Protested

The Tokyo Metropolitan Education Board held on July 21 a "training" to prevent recurrence of disobedience to its notice of 2003 that demanded upstanding while the national anthemn is played during ceremonies at prefectural schools. Three out of seven teachers who refused to stand up while Kimigayo was played during the graduation or the entrance ceremonies attended the "training". The other four resigned by the time of "training." Approximately 100 people gathered in front the training center of the TMEB, the venue of the "training," to protest to it and support the punished teachers. A group of lawyers attempted to submit a letter to the TMEB that denounces the notice, but the TMEB refused to receive it without giving reasons. In the past, they received similar letters for six times. It is suspected that their move this time was inspired by the supreme court's rulings of June and July that concluded the TMEB's notice was constitutional. One of the teachers who did not stand along with Kimigayo during the entrance ceremony said after the "training" that s/he had always refused to stand up, but was never condemned before. "I am not ashamed," said s/he. "Though the TMEB tried to discipline me on charge of negligence on duty, there is no reason why I should be reproached." (Hidekiyo Watabe)

「君が代不起立」教員3名にイジメ研修～約100人が抗議に駆けつける

7月21日、都教委による再発防止研修が行われました。対象となったのは、今春の卒・入学式での「君が代」不起立者7名中、退職者を除く3名です。研修抗議・該当者支援行動には、約100名が集まり、盛り上がりました（写真）。しかし、今回都教委は、研修センター前での弁護団の申し入れを一方的に拒否しました。理由を聞いても答えず、申し入れ書も受け取らない、という姿勢をとりました。これまで、7回にわたり行われてきたことを突然拒否してきたのです。「最高裁判決でお墨付きをもらったから問答無用」というのでしょうか。研修後、入学式で「不起立」したTさんは「今回はじめての現認（これまでは見過ごされていた）で、処分と研修となった。服務事故というが、不起立は恥ずべきものではないと思っている。非難されるいわれはない」と語りました。（渡部秀清）

ILWU Donates Money for Disaster Victims

Representatives of the International Longshor's and Warehouse's Union visited the All Japan Dockworkers' Union (Zen Kowan) and All Japan Seamen's Union respetively on July 18 and 19 and handed over relief money. The two Japanese unions have lost some members due to the earthquake and tsunami disasters that hit the north-eastern region of Japan on March 11. "Though some members wanted to visit the disaster-hit region to participate in the relief operations, it seemed difficult for us to do so. Therefore, we decided to extend support in the form of donations instead," said the ILWU president Robert McEllrath as he conveyed condolences to members of the branch union of Zen Kowan in Onahama, Fukushima Prefecture. They visited the Onahama Port that sagged more than one meter and saw local fishermen who were forced to give up fishing due partly to the contamination of sea water with radiation. "We saw TV reports and photos on papers before we came and thought we were well aware of the intensity of the damages caused by the disasters. However, we are overwhelmed with dismay now by learning firsthand how people's lives were shuttered with the disasters," said the ILWU vice president Ray Familathe after the visit. ‘We Are in Limbo; We Can’t Move Forward:’ Evacuees of Nuke Plant Disaster from Futaba

“I’m single and moved here alone,” a woman in her 50s said. “I have been opposed to the nuclear power plant. People have treated me like I was a weirdo ever since I spoke up.” The evacuee from Futaba doesn’t think that TEPCO workers make any sense. She has no choice but to stay at the evacuation center set up at former Kisai High School in Kazo City, Saitama Prefecture, because the nuclear plant shows no sign of settling any time soon and the radiation continues to spread.
“I have no idea how much we will be paid for compensation. That’s why I can’t begin to look for an apartment near here,” she added. More than 50 days have passed, but she can’t yet make any decision as to whether she can even look for a job or rent an apartment.

7月7日（木）午後8時～9時30分に、レイバーネットTV第16回放送が行われた。特集は「原発震災とメディア」でゲストは、ジャーナリストの上杉隆さんと福島原発地元の村議・西山千嘉子さんだった（写真）。話は3/11の震災発生直後から原子炉爆発・放射能拡散のもっとも危険な時期に行われた「政府・東電・マスコミ」の「情報隠し・統制」の実態が、上杉さんから生々しく語られた。ネットメディアの人たちが東電記者会見に連日泊り込んで追及し、穴を開けていったこと。またユーストで会見のすべてを流したことで、マスコミ報道の裏側を視聴者が見抜くことになったことなど、上杉さんは静かな口調だが怒りをこめて語った。西山さんは「報道と役場からは何も知ることなく被曝してしまった。その後ネットを知り、初めて判断材料を得ることができた。もうネットなしの生活はありえない」と。内容は大変充実したものになり、生放送の視聴数も2400に達した。（M）・視聴ページ（アーカイブ94分）

Workers at a Japanese style bar “Aji-no-Kurahachi” joined a Freeta Union after their employer failed to pay their wages and they were stranded for money. They began running the business, located in western Tokyo, on their own in March.
The members were left with just enough money for commuting to work in February.
“We finally feel like we saved our sinking boat to reach a harbor,” Seiji Ishizaki, a union branch representative, said.

20,000 Attend Anti-Nuclear Plant Rally Held by Zenroren

Some 20,000 people participated in “A Rally to Call for Zero Nuclear Plant” on July 2. The rally held in Tokyo’s Meiji Park was called for by Ikuro Anzai, Tetsuya Iida, Etsuko Ichihara, Toshie Negishi, Shuntaro Hida, Reiko Yukawa, as well as Actress Sayuri Yoshinaga. More than 70 farmers from Japan Family Farmers Movement “Nominren” of Fukushima Prefecture joined and called for support. Can Court Order People to Leave for Bringing in Mobile Phones?

Judge Tawada at Tokyo District Court opened a hearing for Shoji Otaka’s case by announcing that he would order people to leave the courtroom if they made any irregular statement or laughed. The five seats allocated for reporters remained unoccupied on July 1.
“The court order to leave the courtroom does not involve general public; therefore, it should not be treated as obstruction of public duties even if I, Shoji Otaka, ignored the order,” Otaka insisted. “It does not make sense to order me not to bring a mobile phone with a camera when others are permitted. I resisted because a bunch of court guards dragged me out after the court ordered me to leave. I had no mobile phones but I had no time to speak in defense.” Otaka continued to say that his human right was violated by the court by confining him for an extended period because the court feared that he would inform the public of what the court really does. 「携帯持参で強制退去」はおかしい！～大高さん痛烈に裁判所を批判
7月1日午後、東京地裁429号法廷で「裁判所前の男・大高さんの裁判」の本人尋問が行われた。多和田裁判長は「不規則発言だけでなく、笑った場合も退廷させる」と傍聴人達に脅しをかけてのスタートだった。また謎の「報道記者席5席」は空席にままだった。大高さんの一環した主張は以下の通り。「裁判所の管理規定による退去命令は一般市民に関わる法律ではないから、一般市民である私（大高さん）が抵抗しても公務執行妨害にはならない」「他の人に許されているカメラ付き携帯電話の持込を私だけに禁止するのはおかしい。しかも知人に預けてしまっていて、携帯電話を持っていない私に対して有無を言わせず、裁判所からの退去命令を出し、大勢の裁判所職員に引きずり出されたので抵抗した」「裁判所の実態を世間に公表されると都合が悪いという理由で、私を長期間拘留していることは人権侵害だ」。公判は大高さんの独壇場で、裁判所の虚偽をあばく場となった。（ジョニーH）　＊イラスト＝7/1の法廷

Power Industry Union sticks to pro-nukes position; Dismisses concerns of citizens’ group

About 40 members of the Emergency Action on the Fukushima Nuclear Crisis visited the Tokyo Electrical Power Company (TEPCO) Workers Union and the Federation of Electric Power Industry Related Workers Union of Japan (Denryoku-soren) on June 29 to ask the Union and Federation to stop promoting nuclear power plants and to support workers exposed to radiation. The TEPCO Workers Union refused to meet the citizens group. Denryoku-soren set three conditions for the meeting; 1, six members only; 2, no coverage by mass media; 3, no photos and no recording. The visiting group was welcomed by 10 union staff members who guarded the entrance and the reception by Uchida Atsushi, Secretary General of the Union was high-handed. “There is no feasible cheap and stable alternative energy that can replace nuclear power,” Uchida said. “We have to concentrate on settling the crisis at Fukushima now. As for the future of nuclear energy, we are observing the government’s decisions closely.” He disclaimed his responsibility for the accident and refused to change the union’s position of promoting nuclear energy. He seemed displeased with the request from the group and abruptly ended the meeting saying, “We are not a social organization and not in a position receive such a request. Don’t come again.” (M)

電力総連、原発推進の姿勢変わらず～市民団体に高飛車な対応
「福島原発事故緊急会議」プロジェクトのメンバー約40名が、6月29日、東京田町にある東電労組・電力総連に対して「原発推進方針の撤回・被曝労働者の支援」などを求める要請行動を行なった。東電労組は門前払いで一切対応を拒否した。電力総連は、「代表6名にしぼること、マスコミの取材拒否、カメラ・録音は不可」という条件を付けてきた。建物入り口を10人弱の職員がガードする異常な対応で、話し合いも内田事務局長の高飛車な態度が目立った。内田氏は「原発に代わる安価で安定したエネルギーで、説得力のある話はない。とにかく今は事故の収束が第一。あとは政府の判断を注視する」と述べ、自らの主体的責任は放棄し、原発推進の姿勢は変わらなかった。また申入れされたことが極めて不愉快な様子で、「私たちは社会的団体ではない。申入れを受ける立場ではない。もう来ないでほしい」と最後は一方的に席を立ってしまった。（М）　＊写真＝職員のバリケードに抗議し取材許可を求める松元ちえさん（手前）

Cries for No Nukes prevail as 9,200 gather at TEPCO stockholders meeting

A general meeting of Stockholders of TEPCO was held on June 28 at the Park Tower Tokyo Hotel in Shiba-kouen, Tokyo. The meeting started at 10am, but the vicinity was crowded from 9am with queueing stockholders, news reporters, and security guards. A record high of 9,200 stockholders attended the meeting; the utility company had to prepare four more meeting rooms to accommodate them. Many stockholders raised their voices to ask each director to take responsibility for the nuclear accident. Insincere answers from the directors were greeted with roars of anger. 402 stockholders put forward a motion to abandon nuclear power which was well received from the floor, with an overwhelming cry of “No Nukes!” when the motion was voted. The chair, Katsumata, ruled that the motion failed, stating that he had letters of attorney from two major stockholders. The exceptionally long meeting -- well over 6 hours -- made clear that support for “no nukes” was spreading among the general investors. (M)

A meeting of the Fukushima Action Seikatsu Mura (Living Village) and a rally called a “Handkerchief Parade” was held in Fukushima city on June 26. In the morning 500 participants met to gather information and talk about their anxieties. It was a great success. From 1:30 pm, a rally was held in front of the Prefectural government office, succeeded by the handkerchief parade. 1000 people from throughout and Fukushima Prefecture and other prefectures gathered in spite of the heavy rain. The organizer of the rally, SASAKI Keiko said, “The responsibility of the Governor, SATO Yuhei, is heavy. 1000 people gather to demand free tuition for North Korean high schools

On June 23, a meeting to demand free tuition of North Korean high schools was held at Toshima-kokaido in Tokyo, drawing 1000 people. In April last year, tuition in public and private high schools was made free by the introduction of a “high school enrollment support fund” intended to provide better educational opportunities for high school students. No Nukes Action Beats ~ Angry Youths Gather at Shinjuku

The Million People’s Action on No Nukes took place across Japan on June 11. Some 6,000 people gathered at Shiba Park with some labor unions and A-bomb survivors group while 1,500 people including the environmental groups at Yoyogi Park. Thousands of people who gathered in Shinjuku walked through the entertainment district with loud music blasting. When the march ended at Shinjuku Station, people began to form crowds at 6 p.m. Police tried to interrupt the event by dividing the crowd, but there were so many people that it finally became free space. A Fukushima citizen came up to tell hardships of life under radiation, and a French parliamentarian of the European Union sent a solidarity message during the rally. Musicians also continued to play Anti-Nuke songs and expressed anger. Hajime Matsumoto from Shiroto-no-ran (Ran of ordinary people) marked the end of the rally by saying, “We had 20,000 people out on the street today. With this power and energy, we will stop all nuclear power plants. 脱原発パワーが炸裂！～「怒りの若者」で埋まった新宿アルタ前

We do not Allow Business Closure, Dismissal of ‘Hotel 101 Inn’

Workers at Hotel 101 Inn in eastern Tokyo formed a union under The National Union of General Workers Tokyo Tobu on May 23 to demand that the company annul dismissals due to business closure and make unpaid wages.
The company decided to close the business without consulting its workers and dismissed them without considering their lives or the right to live. Workers then decided on May 31 to run the hotel business on their own to demand their jobs back as well as protecting their workplace. The union calls for solidarity from the fellow brothers and sisters while they continue working at the hotel, where union flags are raised and fliers are distributed to inform clients about their struggle.(NUGW Tokyo Tobu)

Say No to Police Intervention of Internet ～ Danger of Computer Monitoring Bill

Computer monitoring bill is about to be forcibly passed amidst earthquake, tsunami and nuclear power plants disasters. This dangerous bill would allow police or court to monitor communication history on anyone’s internet without a warrant. It would deprive us of free exchange of information via internet and lead to restriction of expression. The upper house passed the bill only within a few hours of discussion at the end of May, and the upper house was to start discussion on June 7 to vote on it. The parliament aims to quickly pass and establish the legislation. We need to inform the public of its danger and raise our voices. 警察のネット介入はごめん～どさくさ「コンピュータ監視法」の危険性

Osaka Prefectural Assembly Passes ‘Kimigayo’ Ordinance

Osaka Prefectural Assembly passed the “Kimigayo” ordinance, and it was enacted on June 3. The ordinance is to demand teachers of prefectural schools stand for the national anthem, known as Kimigayo. A citizens’ group released a protest letter to the local government, which said the reprimanding teachers who refuse to stand for and sing the national anthem, as well as threatening them by it, obstruct children’s right to know a diverse sense of value in society and people’s right to form their own personality. Treating teachers who refuse to stand up for the national anthem and reprimanding them would also hurt children. They would end up not making their own decisions and learning not to protest authorities without respecting their own ideas. The group announced that it would expand the protest action. 大阪府議会が「君が代」強制条例可決！～橋下知事の暴挙に抗議の声

“TEPCO is a liar,” Kenji Higuchi said live on Labornet TV on June 2. Higuchi is a photojournalist who reported on workers at nuclear power plants across Japan for more than 30 years. He delivered a powerful speech and stories about workers of subcontractors who were disposed of like old rags after being exposed to a large amount of radiation. Higuchi express anger toward electric companies, which never seemed to treat such workers as humans. His stories revealed that Tokyo Electric Power Company forced inhumane work under a few hundred mSv that is detrimental to human health. This is an ordinary work environment without any nuclear plants disaster. He also pointed out that TEPCO labor unions have had interest only to protect full-time TEPCO employees. Victory in lawsuit over “only-in-the-name” manager! Overtime charges to be paid

On May 31, 2011, the Tachikawa Branch of the Tokyo District Court gave a decision on unpaid overtime money and compensation for sickness caused by working long hours for SHIMIZU Fumiyoshi, who was working for SHOP 99, a large convenience store chain. Mr. Shimizu worked for longer than 80 hours from August 7 to 10, 2006 when he was a manager of a store of the chain. He also had to work for 37 consecutive days. Such hard work made him depressed and forced to be absent. The judgment was to order the management of the chain to pay him overtime charges and to grant damages for the overwork, which were approximately 1,640,000 yen, or 20,000 dollars in total. SHOP 99 is now expanding as a wholly-owned subsidiary of Lawson, a bigger convenience store chain. It is time to change ways of working of managers and owners of convenience stores into more humane ones. 「SHOP99」名ばかり管理職裁判勝利判決！～残業代支払い認める
大手コンビニSHOP99（株式会社九九プラス）で勤務していた清水文美さんの残業代未払いならびに長時間労働による過労で労災になった件の損害賠償裁判の判決が5月31日、東京地裁立川支部で言い渡されました。清水さんは、SHOP99店長として勤務していた06年8月7日から10日にかけてはタイムカード上で合計80時間以上の勤務をしていた。また37日間連続勤務をし、その結果うつ状態になり休職をしました。今回の判決で、会社に対し残業代を支払い、長時間労働による過労への損害賠償を認めました（約164万円の支払い）。SHOP99は現在ローソン株式会社の完全子会社になり、ますます規模が拡大しています。どこの街にもあるコンビニの店長の働き方を変え、人間らしい労働を作っていきましょう。（首都圏青年ユニオン・山田真吾）・動画（SHOP99団交ビデオ）　＊写真＝判決後の記念撮影（中央が清水さん）

Sexual harassment victim appeals – “Compensation now!”

On May 22, 2011, there was a gathering, “Compensation for sexual harassment victims now! – Toward revision of standards for recognizing it so as to reflect its reality”, in central Tokyo. A sexual harassment victim who was forced to leave her workplace and see a psychiatrist appealed in the meeting. TAKENOBU Mieko, a former member of the editorial board of Asahi Shimbun, a national newspaper, said in a panel discussion, “Those having power or in a stronger position take advantage of the weakness of workers when committing sexual harassment. The victims cannot continue to work, and this problem becomes a hotbed for poverty”. The Ministry of Health, Labor and Welfare has considered revising criteria for compensation for sexual harassment and their management in its subcommittee meeting. In the “Compensation now!” gathering, participants adopted an appeal to demand standards and guidelines for widely recognizing the compensation based on the reality of sexual harassment. 退職に追い込まれた被害者が訴え～「セクハラで労災認定を！」集会
5月22日、東京・弘済会館で「セクハラで労災認定を！～被害実態にそくした認定基準見直しを求めて」の集会がありました。セクハラ被害によって退職に追い込まれ、その後も精神科への通院を余儀なくされた被害者から訴えがありました。パネルディスカッション（写真）で、元朝日新聞編集委員の竹信三恵子さんは「セクハラは、権力や強みを利用して、立場の弱い労働者の弱みにつけ込んでくる。被害者は働けなくなり、貧困の温床となる」と話しました。現在、厚生労働省の分科会で、セクハラ労災についての認定基準や運用についての見直しが検討されています。セクハラ被害の実態にそくして、広く労災認定がなされるような基準や運用指針を求めて、集会アピールが採択されました。（尾澤邦子）

Resistance never dies! Despite unlawful punishment for “Refusal for standing up during Kimigayo playing”

TANAKA Satoshi, a teacher at Akiruno Gakuen school for the disabled, refused to stand up while Kimigayo, Japan’s controversial national anthem, was being played at its entrance ceremony in April 2011 for his belief. The Tokyo Metropolitan Education Board forcibly reprimanded Mr. Tanaka, 41, on May 26 at its regular meeting. About 20 people demanded the board not to punish him in front of the Tokyo Metropolitan Government building (photo). NEZU Kimiko, who was teaching at the same school before retirement and also refused to stand up during Kimigayo playing, said, “Simply asking children to follow a command without teaching the meaning of the anthem is to rob their thinking skills. One of the reasons of the recent nuclear disaster in Fukushima is that everyone ‘does not think or doubt’ at all, and has been deceived by the ‘myth of nuclear safety’”. People who participated in the session of the education board demanded the board members, “Stop punishing” and “Shame on you”. 抵抗の灯は消えない！～「君が代不起立」田中聡史さんに不当処分
4月の入学式で根津公子さんと同じ職場の「あきる野学園」教諭の田中聡史さん（41歳）は、自らの信条に従い「君が代不起立」をしたが、5月26日、東京都教育委員会は定例会で田中さんの処分（戒告）を強行した。この日は朝から支援の仲間約20人が都庁前でチラシを撒き、処分をしないように訴えた（写真）。根津さんはマイクを握り「歌の意味も教えないでただ従えということは、子どもから考える力を奪うこと。今回の原発事故も“考えない・疑問をもたない”大人ばかりになったことが遠因で、多くの人が“原発安全神話”に乗せられた。君が代問題と原発問題はつながっている」と訴えた。都教委を傍聴した人たちは職員が制止する中、大きな声で「処分をやめろ」「都教委は恥を知れ」と教育委員にぶつけるように叫んだ。田中さんの不起立は都教委としては予想外の出来事で、抵抗の灯が消えていないことを強く示すことになった。（M）

First step to move the government: Negotiation with MEXT to demand repeal of annual 20 mSv limit

On May 23, 2011, 60 people from Fukushima Prefecture joined a negotiation with the Ministry of Education, Culture, Sports, Science and Technology (MEXT) to demand the annual 20 mSv limit of radiation be repealed. More than 500 supporters for the people from Fukushima formed a human chain to surround the ministry. The two-hour negotiation made Mr. Watanabe, assistant director of the science, technology and academic policy division of the ministry, pledge, “20 mSv a year is not a standard. Our target is 1 mSv/year”. NAKATE Seiichi, leader of a grassroots group named “Fukushima Network”, said, “We succeeded in getting a pledge from the ministry, although there was not the real person in charge. I am sure this is the first step to move the government, but this is just a beginning”. On May 14th, 250 people gathered for the 82nd May Day rally to defend　workers'　rights, held　at　the Koriyama　Teachers'　Union　Hall　in　Koriyama　City,　Fukushima　Prefecture.　The　rally　was　attended　not　only　by　union　members, but also by survivors　of　the　nuclear　and　earthquake　disaster, and citizens concerned about the nuclear crisis,　reflecting　the　fact　that　“the　nuclear　disaster　deprived　people in Fukushima the　right of existence, forcing them to be Hibakusha [radiation victims].” (SATO　Kazuyoshi, Iwaki City councilor) YOSHIDA Masaki, who evacuated　to Yamagata Prefecture with her son, advised　a　friend　of　hers,　an organic farmer who　lives　20　km　from　the　Fukushima nuclear power plant, to evacuate,　but　the man　replied,　"Who　is　going　to　de-contaminate the soil, if I don’t?” Yoshida asked why the people of Fukushima had to bear the responsibility for the government's failures. 郡山メーデー集会に250人～被災者支援・脱原発を訴える

MATSUZAWA Hiroshi, the President of the Union Against Restructuring in the Fuji-Sankei Communication Group and former lead writer for Fuji-Sankei Group, gave　a　lecture　titled　"Nuclear　Accidents　and　the　Mass　Media"　on　May　8th　in　Musashikosugi, Kawasaki City. The　lecture　was　attended　by　more　than　40　people　and　was　broadcast live　on　Ustream,　with 430 viewers. Matsuzawa spoke from his experience　as a reporter covering TEPCO, the Ministry of Economy, Trade and Industry, and producers　of　nuclear　power　plants,　such as Toshiba and Hitachi.

Children want to eat healthy vegetables! 300 march at Nuclear Free Walk in Shiga

On May 8th, the Nuclear Free Citizens'　Walk　was　held　in　Otsu　City,　Shiga　Prefecture.　Buddhist　priests from　the　Nihonzan Myohoji [pro-peace Buddhist sect] in Tokyo attended the demonstration,　which　started　from　JR　Otshu Station. There　were　speeches　in　front　of　the Prefectural office building and　the　participants　marched an hour and a half　along　Lake Biwa to the Shiga　Branch　office　of　the　Kansai　Electric　Power　Company. By the end of the march, 300 people had joined. Children in the march chanted energetically in support of the children in Fukushima, “Children want to eat healthy vegetables! ” ”Children want to play baseball outside!” I also chanted in a loud voice to defend the future of children. I heard afterwards that these children were from a remote school in a mountain village near Fukui Prefecture and that there were 6 children attending the march out of the total 8 pupils of the school. 「おいしい野菜を食べたーい」～滋賀の脱原発デモに300人
　5月8日「脱原発市民ウォークin滋賀」のデモが行われまた。東京から日本山妙法寺の僧侶も参加し、JR大津駅前を13時40分ごろ出発し、県庁前広場で主催者の挨拶など少しトークがあり（写真）、時折左手にびわ湖を見ながら、関西電力滋賀支店前まで1時間半に及ぶデモでした。参加者は、最終的に300人。デモ参加の子どもたちは、「おいしい野菜を食べたーい」「子どもは外で野球がしたーい」と、福島の子どもに思いをはせ、元気いっぱいにシュプレしました。私も、子どもの未来を守ろう、子どもの命を守ろうと声を大きくしました。後で聞くと、子どもたちは福井に近い大津の山間部から来たということで、全校生徒8名のうち6名が来ているとのことでした。（Y・K）

No Nukes demonstration filling the busy streets of Shibuya - - Abnormal suppression from the police

On May 7th, around 10 thousand people participated in a “Stop the Nuclear Power Plant” march in Shibuya, Tokyo, in a light rain. A previous rally held in Koenji on April 10 was attended mostly by young people, but this time there was more diversity, with more union members and senior participants. Many participants said they appreciated the Prime Minister's decision to stop operation of the Hamaoka nuclear power plant but that we should not slacken the reins. The march started at 3pm and the police came in between the sound truck and the demonstrators. The participants who wanted to walk and dance freely were stunned by the move. They repeatedly demanded that the police back off. Suddenly in the confusion, two protestors were arrested for obstructing police officers near Harajuku station. Despite such harassment, the demonstration was a success, filling the busy streets of Shibuya with live music and chants of “no nukes!” There was good coverage in the mass media including NHK TV news, which reported the no nuke demonstration as feature news for the first time. 渋谷繁華街を埋め尽くす「原発やめろデモ」～警察の異常な弾圧も

On May 1st, a meeting of the Fukushima Network to protect children from radiation was held in Fukushima City. The previous meeting drew 100 people, but this time 250 came. The first mission of the Network was to negotiate with the government on the next day. So a request to withdraw the new radiation safety standard of 20 milli-sieverts per year for children was confirmed at the meeting. The safety standard issue has become a hot issue even in the mass media, after Cabinet Secretary Advisor Kosako resigned on April 29th. Some 200 people gathered at a study conference on Fukushima Nuclear Power Plant and the disaster titled, “Protect Fukushima’s Children from Radiation!” on April 30. Kazumasa Aoki of a group to think about aging Fukushima Plant, reported on many messages from parents in Fukushima Prefecture regarding the issue on 20 mSv level. “We can see their concerns and anger in the messages,” Aoki said at the conference, held at Tokyo’s Zensuido Kaikan.
Fukushima parents are ready to stand up for their children after they expressed their determination at a rally on May 1 in Fukushima to protect the children from radiation. Representatives from the prefecture were to gather on May 2 to demand that the government, Ministry of Education and Science and Nuclear Safety Agency revise the 20mSv level. “We will deliver soil from Fukushima schools to Ministry of Education and Science on the 2nd,” Seiichi Nakate, photographer and representative of Fukushima conference on reconstruction from the nuclear disaster, said. “We will not return to Fukushima until the government revises the level of radiation.” This is the time we must strive in the nation’s capital is questioned. Pay Compensation for Dismissing Temps ～ Verdict on Panasonic Eco-Systems

Nagoya District Court handed down a ruling on April 28 on a lawsuit filed by two plaintiffs from Aichi Rentai (Solidarity) Union against Panasonic Eco-Systems concerning unfair dismissals. The lawsuit lasted three years. The court ruled that the company violated trust by dismissing temp workers who were working hard just because it found replacements. “The company had committed an illegal act in dismissing the plaintiffs for no reason or fault after it forged occupation and led them to hope for stable positions,” the court said. It confirmed the facts presented and ordered the defendant to pay 1 million yen and 300,000 yen to each plaintiff for compensation.

Angry Farmers Rally at TEPCO with their Cows, Spinach

Two trucks loaded with cows and spinach parked by Tokyo Electric Power Co. in the afternoon of April 26, 25th anniversary of Chernobyl. Some 350 supporters and members of farmers unions of Fukushima, Ibaraki and Chiba lined up in front of TEPCO building. The tanned faces of farmers were looking serious and tense while media flooded to the rally. “I can’t forgive you for contaminating my rice paddy, TEPCO,” “No Moooooore of this,” “The complete safety was a lie,” “Give me back my cow and my land,” words on the panels expressed their anger loud enough. A group of representatives handed TEPCO a demand that the company pay victims of nuclear explosion for their losses. Come out, Ishihara! Protest at Tokyo Government against Governor’s Discriminatory Remark on Gays

People gathered to protest against discriminatory remarks on gays by Tokyo Governor Shintaro Ishihara on April 16. The demonstrators marched from a park in Tokyo’s Shinjuku entertainment district. They walked on Shokuan-dori Street, where fans of Korean pop culture visit, and drew attention from the passersby and cars driving by. They stood out with rainbow flags and photos of Ishihara with a big cross over his mouth as they approached the main station. The signs read, “Sexual minority may be living next to you,” aside from the angry protest slogans. It’s true that Ishihara’s remarks are not only the problem he is blamed for. 石原出てこい！都庁に向かって同性愛者差別発言に抗議デモ
　4月16日、石原都知事の同性愛者に対する差別発言に抗議するデモが行われた。デモは東京新宿区・歌舞伎町と大久保の中間に位置する公園を出発。韓流ファンがたくさん訪れる職安通りを歩き、沿道や車中の人々にアピールした。靖国通りを横切り新宿通りに出て新宿駅前に向かう賑やかなコースで、たくさんの人々が注目する中をレインボー旗や石原の口にバッテンを描いた写真が練り歩く。プラカードには発言への抗議の言葉だけでなく、沿道の人々へ向けて「（セクシュアルマイノリティは）あなたのとなりにいます」と投げかける。そう、石原発言の問題は、石原個人だけの問題ではないのだ。石原発言をスルーし、またしても当選させてしまった都民の民度が問われている。（壱花花）

Decommission 10 nuclear reactors in Fukushima now! 26,000 signatures filed to TEPCO and Cabinet Office

On April 14, 2011, a group of people demanding “decommissioning” of all of the ten nuclear reactors in Fukushima, Japan, filed 26,000 signatures to the Tokyo Electric Power Company (TEPCO) and the Cabinet Office. Furusho Toshiko, a member of the group, said after filing the signatures, “We tried to collect signatures after we had learned that Hara Masao, mayor of Koriyama City, Fukushima Prefecture demanded the company and Kaieda Banri, Minister of Economy, Trade and Industry have the Fukushima nuclear power plants decommissioned. We residents in Tokyo are using electricity generated in Fukushima, 250 km north of Tokyo. We are also perpetrators. We would like to join hands with the local residents in Fukushima”. The group’s campaign has spread to Fukushima and all over Japan. The campaign messages have been translated into English and German, and some signatures have been sent to the group from overseas. More signatures are wanted and will be filed to TEPCO and the Cabinet Office in the week of May 9. 福島原発10基を廃炉に！～東電と内閣府に署名2万6千筆を提出
4月14日、福島原発の「廃炉」を求める有志の会は、東京電力と内閣府に「福島原発全10基の廃炉を求める」署名2万6千筆（第一次集約分）を提出した。提出後の院内集会で有志の会の古荘斗糸子さんは、「3月19日に原正夫郡山市長が東電と海江田経産大臣に『廃炉』を求めたことを知り、署名運動を思い立った。福島で作られた電気を東京の私たちが使っている。私たちは加害者でもある。地元と連帯したい」と語った。署名開始後、福島現地やその他の地域からも電話やメールが相次ぎ、運動は全国に広がった。英語、ドイツ語にも翻訳され、海外からも届いている。署名は引き続き募集中。連休明けには第二次集約分を提出する予定だ。また院内集会では、大熊町から避難した大賀あや子さんの生々しい報告があった。（S）・動画（大賀さんの話）　＊写真＝東電前に集まった有志の会

Supreme Court’s epoch-making decision to recognize nature as worker in the self-employed in terms of Labor Union Act

On April 12, 2011, the Supreme Court issued two landmark rulings to recognize nature as a worker in self-employed individuals in terms of the Labor Union Act. The decisions were for a case of Linux maintenance workers belonging to the All Japan Construction, Transport and General Workers’ Union, and that of a choir member of the New National Theatre, Tokyo belonging to the Musicians Union of Japan. On the afternoon of April 10, 2011, an antinuclear demonstration organized by “Shiroto-no-ran (revolt of laypeople)” recycle shop was held in the Koenji district, Tokyo, following another anti-nuke demonstration held at Shiba Park in Central Tokyo to demand the Hamaoka Nuclear Power Plant be stopped immediately. A small park near Koenji Railway Station, the starting point of the march, was soon flooded with participants whose number reached 15,000 according to the organizer. Nearly 90% of the participants were youths in their 20s and 30s, and most of them joined this kind of demonstration for the first time after having known it on the Internet. They were very enthusiastically opposing nuclear power plants, heating up the march with various placards and costumes and powerful music. The demonstration joined by a very large number of youths became groundbreaking in Japan’s social movement history. Matsumoto Hajime, the organizer, told reporters, “Something has begun. 4月10日午後、「浜岡原発すぐ止めて！東京集会&デモ」（芝公園）に続いて、東京・高円寺では「素人の乱」の呼びかけで反原発デモが行われた。駅近くの小さな公園には続々と人が詰めかけ、あっというまにぎっしり埋まり、歩道まであふれかえった。それでも人の波は止まらず15000人（主催者発表）に達した。参加者の9割近くが20～30歳代の若者。それも「デモは初めて。ネットで知った」という人ばかりで、「もう原発はいらない、何か表現しなければ」という必至の思いにあふれていた。思い思いのプラカードや飾り、衣装、そして強烈な音楽で集会デモはヒートアップした。多数の若者が一気に登場した高円寺デモは、日本の社会運動でも画期的な出来事となった。素人の乱の松本哉さんは「何かが始まった。いや、始めなければ日本は滅びる」と記者に語った。また、ユースト中継も1万人以上が視聴した。（M）写真速報・動画（UnionTube）　　・動画（OurPlanet-TV）　　・芝公園にも2500名　

No nukes! Take responsibility for nuclear disaster! 350 gather in front of TEPCO and METI

At 2 PM on April 3, 2011, 350 people protested the Tokyo Electric Power Company (TEPCO) in central Tokyo. The majority of the demonstrators at the TEPCO headquarters were women. One of them carried a placard, saying, “Stop nuclear power plants. That’s what I want to say”. A young man, who was broadcasting live stream, said, “I’m doing this as the corporate media do not report it”. The majority of the media were international ones, but some Japanese TV stations, such as TBS and Nippon Television, sent their crews to cover an anti-nuke demonstration for the first time. Many demanded during the rally that the Hamaoka and other nuclear power plants be stopped. Pak Bo, a musician, made a live performance, expressing anger, “Stop nuclear power plants, contaminating the earth”. 原発いらない！事故の責任をとれ！～東電・経産省前に350人

In the afternoon of April 2, 2011, Shimahashi Michiko, mother of Shimahashi Nobuyuki who died of leukemia at the age of 29 as a result of radiation-exposed work, talked about the work in live stream broadcasting from the Citizens’ Nuclear Information Center (CNIC). She referred to the terror of exposure by which it takes several years before radiation-related diseases appear, leukemia and his employer’s cover-up. Stop　Hamaoka　Nuclear　Power Plant! 450 march in Nagoya.

In the morning of　March　27,　450　people　gathered　in central Nagoya city for　a　demonstration　to　stop　the　operation　of　Hamaoka　nuclear　power　plant　run　by　the　Chubu Electric Power Company. They　paraded　the　busy　streets　 with　colorful　placards in their hands. The　rally　started　at　10:30,　by　which　time　the　venue,　Hisaya　Odori　Park　Bus Terminal, was packed with people. They　were　all　desperate 　to　do something about the nuclear crisis. The　participants　all　had　brought colorful placards showing their personal messages.　The　 parade　was called for by young leaders, so it　was　full of innovative expression. (KIMURA　Jo)

名古屋: 脱原発を歩こう！～ストップ浜岡パレードに450人
3月27日（日）朝、名古屋市中心部（久屋大通公園バスターミナル前）にておこなわれた、中部電力浜岡原発（静岡県御前崎市）の停止をうったえるデモンストレーションに約450人の参加者が集まり、繁華街を色とりどりのプラカードを持って歩いた。集合時間の午前10時30分すぎ、市街中心部の久屋大通公園バスターミナル前（名古屋市中区・栄中日ビル前）に着くと、すでにたくさんの人・人・人…。多くの参加者たちが何かをしなければ、とかけつけてきた様子を目の当たりにした。主催者だけでなく、集まってきたひとがそれぞれ持ち寄った、色とりどりのプラカードに、手づくりのメッセージが目を引く。若いリーダーが呼びかけたデモ（パレード）だけあって、新しい表現を工夫しようという意欲がみられた。（木村ジョウ）

“Relief team without a name” Relief activity at Minamisanriku

This is a report of our relief activities in the town of Minamisanriku, Miyagi Prefecture. Our union, Zentoitsu Union, and the Solidarity Network with Migrants Japan set up a“Relief team without a name”to support tsunami survivors, especially migrant workers. The team sent its first load of relief goods on March 20. The next load was sent on March 27 with a 10 ton truck. A volunteer acupuncturit was on the truck to care the survivors. The acupuncture service went on for four hours and the patients were eager for another service next week. There were two moving encounters. We were able to find out and meet the ex-president of the union local at Shizugawa super market. This relief activity started from concerns for his safety. Second, we met a group of thirteen Filipinas, who were helping to sort out the relief goods. They all lost their living by tsunami. We were able to get information of other foreigners living in the local community.

「名無しの救援団」南三陸町へ救援活動～涙と握手の再会
宮城県南三陸町への救援活動について報告します。第2便：3/27（日）4:000ハイム化粧品出発、11:30南三陸町に到着、16:00南三陸町を出発、22:15ハイムに帰着。救援物資は10トン車に満載。12:00～16:00同行の鍼灸師ボランティアによる被災者へのケア活動を行いました。当初けげんな様子でしたが、終了時には「来週も来てくれるのか」と期待されるようになりました。うれしい出会い。ひとつめ。南三陸町への救援のきっかけとなった志津川スーパーマーケットの元分会長の生存を確認し、涙と握手の再会。ふたつめ。地域の一員として救援物資の仕分け作業に参加するフィリピン人グループとの出会い。彼女たちも皆、家を流されたとのこと。13人ほど居るそうです。他の外国籍のひとたちの消息も尋ねました。（全統一労組・鳥井）　＊写真＝積み込みの様子

A 63 years -old male evacuee from Futaba-cho, near the Fukushima nuclear power plant, expressed his feelings at his evacuation cite at the Saitama Arena. “I used to work for a major enterprise in Iwaki city until 58. I was a union official there, but retired earlier than the fixed retirement age of 60 and went back home in Futaba-cho to work in the paddy fields. I wanted to stay there, because I’m old enough not to care about the radiation. So I had my grandchildren and their mother leave, but I didn’t move. There were three others who said they will stick to the last, but we were forced to evict by the self defense force. I was raising cows, so it was hard to leave them behind. I’m through with TEPCO. There is no easy way to reconstruction. We won’t be able to sell vegetables even if we could make them.
Some people blame the government, but TEPCO is the main culprit. TEPCO is planning a rolling blackout in Saitama, but it is not carried out as planned. They are fooling us around. I used to be active in the union and was against nuclear power plants.”(ETO Takumi)

「原発なくせって思ってたよ」～さいたまアリーナ避難者の声
「58歳まで、いわき市の大企業で組合やってて早期退職して、双葉町で親が作った田んぼをしてた。放射能の影響っていっても俺はもう年だから、ここにいたいって言ったんだ。孫と嫁は逃がしたけど。俺は動く気はなかった。最期まで双葉に残りたいっていうやつ、4人くらいいたけど、自衛隊、消防団が来て、ここにつれてこられた。強制退去だね。牛を飼ってたんだ。生きものたち残して・・つらかったと思うよ。東電には見切りをつけた。復旧なんて見通しないじゃん。野菜作ってもたたかれて・・売れないジャン。政府が悪いって言う人いるけど、東電が一番わるい。こっち来てみても、計画停電っていっておいて消えなかったり、馬鹿にすんなって思う。これからが問題だ。おれは組合やってきた。原発なくせって、思ってたよ」（63歳男性・取材江東拓美）　＊写真＝避難所になった「さいたまアリーナ」

No more nuclear power plant! 12 hundred march to TEPCO head office

On 2pm March 27, a march protesting the Fukushima nuclear power plant accident started from the Mizutani-bashi Park in Ginza, Tokyo. The participants wore colorful costumes and drew attention from the passers-by in Sunday downtown Tokyo. As the parade neared the Tokyo Electric Power Company head office, the anger of the participants, who have anticipated the disaster and warned over and over again, boiled up to its height. “Electricity shortage is a great lie!””Don’t
deregulate the limit of radiation!””Stop all nuclear power plants now!” Strong fists, chants and banners were directed to the main office building of TEPCO. The end point of the parade was Hibiya Park and the public hall in the Park was completely surrounded by the participants. 恐怖の原発もうゴメン！～1200人が東電向けてデモ

Quake Hotline to protect jobs - unpaid layoffs spread nationwide!

Individual-affiliated unions across the nation set up “Quake Hotline to protect jobs” on March 26 to cope with the spread of unpaid layoffs after the East JapanGreat Earthquake. Nagoya Fureai Union was in charge of Aichi Prefecture and received 24 consultations related to the Earthquake. A part-time women worker complained that her employer told her to take a leave of absence and wait for a recall, butdidn’t call back, so she couldn’t pay her rent. A temping agency worker was told that he would get paid only for the days he had worked and could not make ends meet.All these claims were from areas not affected by the earthquake and their employers were not suffering direct damage from the quake.

家賃払えない！広がる無給休業～「雇用を守る震災ホットライン」
東日本大震災を受けて、被災地のみならず全国的に労働者が無給での休業を強いられている事態を受け、個人加盟制の労働組合が3月26日、全国いっせいに「雇用を守る震災ホットライン」を開設して労働相談を受け付けた。愛知県の相談を受け付けた「名古屋ふれあいユニオン」には震災関連の相談が24件あった。内容は、「『電話がかかってくるまで休んでいて』と言われたきり、連絡がない」（パート女性）とか「社員でないので（仕事に）出た分しか（給料は）もらえないと言われた」（派遣男性）どといったもので、「家賃も払えない」（パート女性）、「生活が成り立たない」（派遣男性）などの悲痛な訴えもあった。その全てが、被災地と違い、勤務先の施設や設備が直接的な被害を受けていないケースである。（酒井徹）＊写真＝名古屋ふれあいユニオン

‘Earthquake is natural disaster; Nuclear explosion human error’～Makoto Yanagida on Labornet TV

Fukushima nuclear plant “is in a fairly dangerous sate,” Makoto Yanagida, representative of Tanpopo-sha, said on Labornet TV on March 17 as he explained other issues related to radiation and evacuation in simple terms.
“We need no electricity that forces deadly work to our fellow working men,” Yanagida said at the end of the program. “We must alternate the source of electricity with coal, hydro and recycled energy. An earthquake may be natural disaster, but the nuclear explosion is caused by a human error. The central government and TEPCO must be held accountable for this. To turn this crisis around to a better future, we should rely on nuclear power plants. I will continue speaking out for the next generation.” Tanpopo-sha plans to hold a rally and a series of lectures on the current state of the power plant and tips on protection against radiation. 「地震は天災だが原発事故は人災だ」～レイバーネットTVで柳田真さん

‘I will not forgive you, Governor Ishihara’; Yoshikazu Takahashi of Sendai Says

I am in Sendai City. I was finally able to confirm safety of the union members and their families. I assume the areas along Sanriku coast are completely destroyed. It may take more than 10 years to reconstruct the areas. It seems like there are bodies being washed up at the coast where I used to go fishing all the time. We don’t know where to even start. I have so much to say to TEPCO and the government. The situation became serious because they forced the nuclear plants upon the locals by saying that it was safe. The company’s vows on safety and emergency countermeasures were all a myth and a lie. A warning has been issued, but elderly and the sick people are left behind. No one can go and rescue them. The DVD rental store, TUTAYA, invited people to come and rent a video or two to take a break from a flood of earthquake news. What are they thinking? People are made. And Ishihara. I will never forgive him. An apology is not enough. It is unbelievable that he acts as though he knows it all, being in Tokyo. I want the people in Tokyo to hear me. 「石原よ、謝っても絶対に許さない！」被災地・仙台の高橋喜一さん
　仙台市内にいる。今日やっと組合員とその家族の安否が確認できた。三陸沿海部は全滅だろう。10年は復興難しいのではないか。よく釣りに行っていたところも遺体が流れ着いているようだが、手のつけようがない。東電、政府の対応には言いたいことだらけだ。安全と言って地元に押し付けた原発での深刻な事故。安全神話も事故対応もぜんぶ嘘っぱちだった。いま避難指示が出ているが、お年寄りや病人などが取り残されている。だれも助けに行けない。ビデオレンタルのTUTAYAが「地震のニュースばかりであきたでしょうからDVDでも借りに来て」というCMを流したが、何を考えているのか。みんな怒っている。それと石原だ。あいつだけは絶対に許さない。謝ったから済む問題ではない。東京にいて何を偉そうなことを言っているのだ。東京の人に必ず伝えてほしい。（電通労組、宮城合同・高橋喜一）報告・宮城全労協HP　　＊写真＝宮城全労協HPより
