Another mass deportation by chartered flight 32 Sri Lankans and Vietnamese




On December 18th, the Immigration Bureau of the Ministry of Justice deported 26 Sri Lankan and 6 Vietnamese undocumented residents on a chartered flight. On the next day, the Security Division of the Immigration Bureau and the Provisional Release Association in Japan, a support group for foreign residents, held separate press conferences on the deportation. This is the third such mass deportation using a chartered flight; the first was in July of 75 Filipinos and the second was in December of 46 Thais. These deportations are grave violations of human rights. We have to find ways to check the procedures for deportation and to eliminate the blind spots of immigration control. ( NISHINAKA Seiichiro)

18日、法務省入国管理局がスリランカ国籍とベトナム国籍の非正規滞在外国人、合計32名を両国にチャーター機で集団強制送還したとして、19日に在日外国人支援団体「仮放免者の会」と法務省入国管理局警備課が、それぞれ弁護士会館と法曹記者クラブで記者説明を行った。日本政府のチャーター機による集団強制送還は昨年7月に執行されたフィリピン(75名)と12月のタイ(46名)に次いで3回目。繰り返される入管行政の深刻な人権侵害と命の差別。現行の退去強制手続きのあり方や、出入国管理行政の死角を厳しくチェックする方策を確立する必要に迫られている。(西中誠一郎)

A Sri Lankan dies in immigration bureau~discrimination against foreigners deep-rooted in the immigration authorities



A Sri Lankan man landing in Japan on Nov. 12 was denied entry at Haneda Airport and died in the Tokyo Immigration Office where he was transferred to 10 days later.
 His nephew and a support group Provisional Release Association in Japan held a press conference at a press club on Dec. 1 regarding the death of Niculas Ferdinand (56, photo).


 Ferdinand, who managed a travel agency in Sri Lanka, visited Japan to meet his relative on a tourist visa but was denied entry because he had so little cash and did not have a hotel reservation. He was detained at Haneda Airport until the 17th and ordered to leave Japan.
 Because he appealed the decision, he was transferred to Tokyo Immigration Bureau and the process of forced deportation was filed.

 11 月12日に来日したスリランカ人男性が羽田空港で上陸拒否され、移送先の東京入国管理局(東京都品川区)で22日に死亡した。この件につき男性の親族(男 性の甥)と外国人支援団体「仮放免者の会」が、12月1日司法記者クラブで記者会見を行った。死亡したのはニクルス•フェルナンドさん(57歳・写真)。 スリランカで旅行会社を経営し、親族に会うために観光ビザで来日したが、所持金が少なくホテル予約がないことから上陸を拒否され、17日まで羽田空港に留 め置かれ退去命令が出された。ニクルスさんはこれを不服としたため17日に身柄を東京入管に移送され退去強制手続きが開始された。(西中誠一郎)

Foreign residents in Japan outraged by more restrictive revised Immigration Control Act


 


 Many demonstrations were carried out against the more restrictive revised Immigration Control Act and Act of the Basic Resident Registers, which were put into effect on July 9, 2012. The demonstrations were joined by many foreign residents who are affected by the revised laws. On that day, the Provisional Release Association in Japan (PRAJ), which was formed by undocumented residents on temporary release, refugee applicants and Japanese supporters of them, held a rally and a march near Hibiya Park in central Tokyo, joined by more than 200, mostly foreign residents (photo). They protested the thorough exclusion and marginalization from society and demanded Japan’s Ministry of Justice to reconsider its policies focusing on detaining undocumented residents and grant special residence permission to them. 管理強化に在日外国人が怒りのデモ~79日から新入管法施行

2009 年に改定成立した「出入国管理法」と「住民基本台帳法」が、先日7月9日に施行され、その内容に反対する集会や、新制度から排除される在日外国人当事者の 抗議デモが相次いで行われた。9日には、「仮放免中」の非正規滞在者や難民申請者と、日本人支援者が2010年に結成した「仮放免者の会」による集会とデ モが日比谷公園周辺で行われた。200人を超えるデモ参加者があり(写真)、外国人当事者が180人近くに上った。一行は今回の入管法の改定で徹底排除さ れ「社会から見えなくなる」存在にさせられることに抗議して、収容政策の見直しや、在留特別許可を求めて法務省に申し入れを行った。(西中誠一郎)
