Without the victims, there is no resolution〜Studying about Japan-Korea agreement

The candle-light protest dragged down Park regime two years ago and installed the new government. People’s frustration was mounting in South Korea regarding the bilateral agreement on "comfort women", which the two governments concluded in December 2015. They said there should be no “agreement” without the victims’ agreement. Statues of peace and comfort women were established at about 30 locations in South Korea, in response to the Japanese government’s demand to remove the statue. The Moon government examined the agreement in 2017 saying that the issue could not be resolved with the bilateral agreement. On Jan. 9, its foreign minister announced the new policy. The Japanese government is resisting the decision of South Korean government.

Amidst all the official reactions, the women’s conference held an event to reassess the bilateral agreement with Yang Ching-ja, the co-representative of Japan Action Resolution of the "Comfort Women" Issue(see photo). Her lecture that lasted an hour and half illustrated how the movement has sprang out from young people in Japan. (By OZAWA Kuniko)

被害者抜きの合意は解決ではない！〜「日韓合意」ってなに？講演会

一昨年の韓国におけるろうそく集会の波は、パククネ政権を倒し、ムンジェイン政権を誕生させた。パク政権が日本政府と2015年12月に行った日本軍「慰安婦」問題での「日韓合意」に対し、韓国では不満が高まっていた。被害者を無視した「合意」はありえないと。日本政府の「少女像撤去」の要求に対し、たちまちのうちに韓国各地30数か所に「平和の碑」「平和の少女像」が建立された。2017年ムン政権は、「日韓合意」では解決できないと「合意」を検証し、2018年1月9日、カンギョンファ外相が韓国政府の新方針を発表。これに対し日本政府は、「合意したのに」「蒸し返すな」とかたくなな態度をとっている。1月20日、かつしか女性会議の主催で、「日韓合意」ってなに？～日本軍「慰安婦」問題の現状～という講演会が行われた。講師は日本軍「慰安婦」問題解決全国行動共同代表のヤンチンジャさん（写真）。1時間半にわたる講演は、被害者と支援者が共に歩んで国際世論をつくり、また国内で若い人たちを中心とした運動が巻き起こっていることなどが、よくわかった。（尾澤邦子）

Kick-off meeting for the 2014 campaign to re-establish ties between Japan and South Korea

On February 16^th, a “Kick-off meeting for the 2014 campaign to re-establish ties between Japan and South Korea” was held at the Tokyo Work Center. 180 people gathered in spite of the remaining snow on the streets. In his key note speech on behalf of the Japanese side, YANO Hideki said, “Although  economic, cultural and personal ties and exchange between the countries are expanding, there has been no summit meeting for more than two years. Political relations between the two countries are in a dangerous state. Prime Minster Abe paid homage to Yasukuni Shrine and the Zaitokukai is repeatedly making Anti-Korean hate speech. We cannot count on the governments to re-establish ties between the two nations. We have to seek a re-establishment of the ties where survivors of colonial rule have a voice and are satisfied.”  (OZAWA Kuniko)

険悪な関係打ち破ろう！～「日韓つながり直しキャンペーン2015」スタート

2 月16日、東京しごとセンターにおいて「日韓つながり直しキャンペーン2015スタート集会」が行われ、参加しました。雪が残る寒い日でしたが、約180 名が参加していました。基調報告は、日本側実行委の矢野秀喜さんが行いました。日韓国交正常化49年目の現実について、「日韓間の人的交流は広がり、経済 的にも相互依存関係は深まり、文化面での相互交流も拡大しているが、日韓首脳会談は2年以上途絶え、政治的には険悪な関係にある。日本の中では「反日」等 の非難・反発が広がり、安倍首相は靖国神社参拝を強行し、在特会等は、ヘイトスピーチを繰り返している」と話しました。そして、「日韓のつながり直しは、 権力主導では進まない。植民地支配の被害当事者が関与し、納得できるかたちでのつながり直しが今問われている」と訴えました。（尾澤邦子）
