Cry for improvement in working conditions! ~Bill shows regression in Labor Policy

 

 On March 7, the government approved a bill to revise the National Public Service Act and Local Autonomy Act in a cabinet meeting and submitted the bill in the Diet. If the bill is approved in the ordinary session, a new system will be enacted in April 2020.

 Under the newly revised bill, the appointed officials in a fiscal year will constitute a newly unified system for what each municipality used to employ discretely temporary staff, part-time workers for special positions or part-time regular local government officials. According to the revision, wages and benefits are adjusted and regulated. However, rather than working conditions of casual workers have improved, it’s become clear that this revision takes a change for the worse as the gap widens and will be entrenched. It is far from being equal pay for equal work amidst the number of non-permanent public workers rising to 640,000, which shows one in every three public workers (according to the research conducted by the Internal Affairs and Communications Ministry).

民間よりさらにひどい！格差の固定化～「非正規公務 員の処遇改善法案」で院内集

会

政府は3月7日、地方公務員法及び地方自治法の改正 案を閣議決定し、上程した。通

常国会で成立すれば3年後の2020 年4月から新制度がスタートする。地公法改正案の

ポイントは、 「臨時職員」「特別職非常勤職員」 「一般職非常勤職員」という よ

うに自治体ごとにばらばらで、制度 の趣旨に合わない不適正な 採用実態だったもの

を、「会計年度任用 職員」を新設し、統一す るというもの。自治法改正案では、会

計年 度任用職員に支払う給 与、手当などを整理、規定した。しかし、この法改正に

よって地 方自治体で働く職員の3人に1人、総務省調査で64万人にまでなっ た非正規

公務員の処遇が改善するどころか、同一労働同一賃金とは 程遠い格差が固定化され

る改悪となることが明らかになった。そ こで、審議入り前に国会議員へ改正案の問

題点と当事者にどのよう な悪影響がもたらされるかをアピールするための院内研究

‘Let’s eradicate working poor in public service!’~180 people gathered for the meeting

On November 23, the meeting “Let’s eradicate working poor in public service!” was held in Osaka and a roomful of 180 people participated. The participants listened closely to and took notes of the speeches during the four-hour event. A wide variety of subjects were presented. An irregular employee spoke of his working conditions, while workers talked about their struggles against irrational employment contract that is not renewable and terminated within 3 or 5 years. There was also a report about a case study of non-renewal employment contracts and implementation of the Ministry of Internal Affairs and Communications researches, as well as a report about the research conducted by Mayor of Seoul in South Korea, who is taking  measures against the non-regular employment issue. The participants also heard from scholars and researchers such as NISHITANI Satoshi, WAKITA Shigeru, KAMBAYASHI Yoji, and so on.  (By SHIRAISHI Takashi)

 非正規当事者が実態を発言～「なくそう！官製ワーキングプア大阪集会」に180人

11 月23日午後、新大阪で「なくそう！官製ワーキングプア大阪集会」が 開催され、会場いっぱいの180名が参加した。一部の参加者は立見や床に座り込みながら、4時間近い集会に最後まで参加、メモを取りながら発言に聞き入っ た。集会は非正規当事者からの発言、法的裏付けもないままに3年とか5年で雇い止めになる理不尽さと闘っているメンバーによるミニシンポ、雇い止め裁判の 解説、総務省調査の活用事例や非正規対策を進めるソウル市長調査報告に、西谷敏、脇田滋、上林陽治さんら学者、研究者のコメントなど、多彩な内容となっ た。（白石孝）
