The controversial state secrets bill was
enacted in the Upper House late at night on December 6. In the evening, 15000
people participated in a rally and march held in the area near the Diet
building in an attempt to prevent the enactment. "The law will make it
easier for the government to start a war." "The enactment will mean
the end of democracy." The participants were strongly alarmed with the
moves taken by the present administration. The marchers later joined other
protesters in front of the Diet and the building was surrounded by a huge
crowd. Despite the protesters' chants demanding halt of the procedure to voting,
the ruling block forcibly proceeded with the plenary vote shortly after 11pm.
As the news of enactment broke, protesters were taken aback momentarily. The
chants resumed soon however. "The law is completely unconstitutional! We
never accept it!" "The sovereignty is with the people! Listen to the
people's voice!"

月6日午後6時から始まった東京・日比谷野音の「秘密保護法」廃案を求める大集会には、15000人もの人々が集まった（写真）。「戦争の危険を感じる」 「民主主義がなくなる」、参加者は時代の危機を感じて立ち上がった人たちだ。その後国会前では、請願デモと路上で抗議をする人たちが合流し、国会は包囲状
態となった。「採決反対」の大コールが途切れることなく続く。午後11時すぎ、参院本会議で強行可決。第一報が届くと一瞬、人々の表情が曇った。しかしす
ぐに「100％違憲の秘密保護法は絶対認めないぞ！」「主権者の声を聞け！」の声がわき起こった。
Outrage over the steamrollering at the
special committee on Dec. 5
The protesters in front of the Diet
building were informed of the steamrollering at the Upper House special
committee shortly after 4 pm on December 5. Fueled with the anger, many people
came to join the protest after work. The crowd continued to grow larger at
night. "The procedure at the committee was absolutely against the rule. I
couldn't figure out what was going," a committee member told the
protesters angrily.
"The bill reportedly passed the
committee, but the procedure was not properly followed," said a protester
who was watching the live telecast of the session. "According to
opposition committee members, the session was closed in a very strange manner.
Immediately after remarks by a member of the ruling Liberal Democratic Party,
another LDP member stood up and shouted 'Chairman!' several times. Members of
the ruling block stood up many times following the shouts. The opposition
parties are questioning the legitimacy of the procedure and trying to stop
presentation in the the plenary session."
国 会前は熱かった。年寄りから若者まで、多様な人々が「絶叫」し声をからした。「特定秘密保護法反対！」「戦争する国絶対反対！」「安倍も石破も恥を知
れ！」。リズミカルなコールが続く。多くの人の発言が示したのは、民主主義の根幹である「表現の自由」と「国民主権」を奪われてたまるか、という思いだっ た。12月5日午後4時すぎ、参院特別委員会の「強行採決」が伝えられると、国会前の怒りはピークに達した。そして、夜になるとニュースを知った市民が
続々と集まってきた。国会議員も怒る､「あれは採決ではない。現場にいても何がなんだかわからなかった」。結局、市民の圧倒的怒りを前にして、この日の本 会議採決は見送られた。攻防は、6日午後の参院本会議に移る。行ける人は国会へ。
行ける人はとにかく国会へ！～強行採決に怒りのコール続く
報 道では、参議院の特別委員会で、法案が可決されたとされていますが、委員会の中継テレビでは正規の手続きを経て採決されたとは見えませんでした。また、共
産党井上議員や民主党江崎議員の報告では、自民党の石井議員が、自民党宇都議員の質疑が終わった途端、自席で立ち上がり「議長」と数回叫び、その後、与党 議員が数回も起立するという不思議な光景だったとのことです。野党各党は、この採決を認められないとし、本会議に持ち込むことは許さないと、院内で頑張っ
ているようです。今晩６時３０分からの参議院議員会館前の抗議行動は行ないますので、皆さん駆けつけてください。３時半からの、採決するな行動にも、昼に 続き千人以上が参加、強行採決の報告が入ると、怒りの声が大きく上がりました

Human Chain Encircle the Diet, Protest
against Public Hearing in Saitama on Dec. 4
Early in the afternoon of December 4, the
Diet building was surrounded with a human chain formed by close to 6000 angry
citizens. A number of public figures and Diet members gave speeches outside the
Upper House members' office building during the demonstration. The protesters
chanted calls opposing to the bill and expressing the displeasure over the
procedure and the remark by the LDP secretary general that likened protesters
to terrorists, aiming to have the Upper House member in the plenary session
listen to people's voice. Later in the afternoon, approximately 300 people
staged a fierce protest outside the venue of a public hearing held in Saitama,
north of Tokyo. The hearing was suddenly organized and two out of the three
speakers were ex-Self Defense Force officers. The third was the vice president
of the bar association of the prefecture. Protesters complained that the
selection of speakers was inappropriate and regarded the hearing as nothing
more than an alibi.

は、12時35分の段階でほぼつながった。午後1時と1時30分の2回にわたって、国会は完全に包囲され「秘密保護法反対」「強行採決やめろ」のコールが 周辺一帯に響き渡った。集まった人数は、約6千人となった。参議院議員会館前では、落合恵子、小山内美江子、佐高信、村井敏邦、田島泰彦、現代書館菊池社 長、「週刊金曜日」平井編集長などの各氏がマイクを握り廃案を訴える。さらに国会議員が次々にアピールした。ちょうど参院本会議が開会中であり、議員たち
に届くように、「私たちはテロリストではない」「民意を反映する国会になれ」「秘密保護法廃案へ」と参加者たちはコールを続けた。
アリバイ「公聴会」の中止求めて行動～300人が詰めかける
「秘
密保護法案」の公聴会が急きょ開かれることになった12月4日午後、およそ300人の市民がさいたま市大宮区の会場に詰めかけ、公聴会の中止と法案の廃止
を求めた。国家安全保障委員会委員長の職権で昨日、強行決議された地方公聴会には、公述人として前陸上自衛隊化学学校長の川上幸則さん、株式会社ラック理
事サイバーセキュリティー研究所所長の伊東寛さん、そして埼玉弁護士会元副会長の山崎徹さんが選出された。秘密法や与党の強硬手段に抗議する市民は、この
公述人名簿を見て、「まるで参考人質疑のための人選。これで公平な意見が得られるわけがない」と怒りの声をあげた。
