Dispatch workers protest revision of Worker Dispatch Law




On June 19th, some 10 dispatched workers and I attended the debate on the revision of the worker dispatch law held by the Lower House plenary and committee on health, welfare and labor. Prime Minister Abe was answering questions at the Committee; “The society now needs diverse ways of working,” he said. “We need to support the transfer from irregular jobs to regular jobs and improve the working conditions of those who chose to be dispatched workers.” I thought his answer was empty talk, disconnected from the reality of casual work. Temp workers engaged in the 26 jobs designated as “requiring specialized skills” would now have to find a new job every 3 years. One of these workers was at a loss “I don’t know what to do.” At the plenary, I was scared as I listened to the approving speeches from the ruling party members. There was no logic. They just rammed down the opposition by the force of numbers, saying “We have already deliberated more than 30 hours.”

619日、派遣労働者10名弱と共に、衆院厚労委員会と本会議を傍聴してきました。厚労委員会での、安倍総理の答弁は、「時代は多様な働き方を求めてい る。正社員化への支援を行い、派遣を選ぶ人には待遇の改善を進める。」という実態をまったく無視した空理空論で、むなしい限りでした。専門26業種の派遣の方は、「これからどうすれば・・・。」と途方に暮れていました。本会議で、自民、公明の勝ち誇ったかのような賛成演説を聞き、空恐ろしい感じさえしまし た。道理も、理屈もなく、ただ数の力でごり押しする。反対意見には耳を傾けず、「30時間以上審議した」ことだけを振りかざす。その後の記者会見で、派遣労働者のみなさんは、泣きながら、もしくは、心底から怒って、法案可決に抗議していました。(指宿昭一)

Deliberation halted on revision of the Worker Dispatching Act



In the evening of October 31st, a rally against the revision of the Worker Dispatching Act was held in front of the Diet building by the group “Joint Job Action.” Two hundred people joined the action. The bill was to be tabled at the Health, Labor and Welfare Committee of the Lower House this day, but deliberation was postponed because the Koumei Party suddenly proposed an amendment. A member of the committee, Communist Party diet member TAKAHASHI Chizuko gave an account of the incident. “One of the ruling parties, Koumei Party, proposed an amendment before the first committee meeting. The content of the amendment was surprising. It said ‘When there is a bad effect on the employment situation, further revision will be promptly considered’. This means that ne of the ruling parties has admitted that there may be a negative effect of the revision.
Even the Liberal Democratic Party senior committee members didn’t know about the amendment by the Koumei Party, which was forced to propose the amendment by public opinion. Let’s do our best to kill the revision bill.” There were some participants from Osaka and Mie. (M)

「安倍政権の雇用破壊に反対する共同アクション」の派遣法改悪反対!国会前大行動が1031日夜、国会前歩道で行われた。参加者は約200人。この日衆院厚生労働委員会で審議が行われる予定だったが、公明党が修正案を突然提示したため混乱し、審議が見送られた。厚生労働委員の高橋千鶴子議員(共産党)が、そ の経緯をつぶさに報告した。「まだ一回も委員会が始まっていないのに、与党の公明党が突然修正案を出した。中身も驚くべきもの。雇用情勢に悪影響が出れば速やかに見直しを検討するとしている。与党の一員が法律に悪影響の恐れがあり、問題があることを認めたわけだ。また修正案は自民党理事 にも知らされていなかった」「公明党が修正案を出した背景には、運動と世論の力がある。廃案に向けてがんばろう」と檄を飛ばした。この日は、大阪・三重からも仲間が駆けつけた。(M) 


All unions raise their voices against revision of Worker Dispatching Act




As deliberation of the revision of the  Worker Dispatching Act started on October 29th, sidewalks in front of the Diet building were packed with Rengo, Zenroren and Zenrokyo union members holding their union flags. Speakers raised their voices against the revision which will force agency workers to work as agency workers for ever. Rengo Vice-president AIKAWA said, “By this revision, contingent jobs will increase and more young people will lose hope for their future. We have to kill it!” NAKAJIMA Yumiko, Secretary General of the Nation Union of General Workers Tokyo Nambu, criticized the Women Empowerment policy of the Abe government. “Women have been cheated all the time. The gender equality level of Japan is 104th in the world and lowest among advanced countries. We will not be cheated any more. Down with this revision, which will lead to slave labor!” ENDO Ichiro of Joint Job Action told the reporter, “the loss and degradation of jobs under Abe is devastating. His lies won’t be swallowed any more. The three labor federations and labor lawyers are all fighting against the revision. We can scrap the revision by a united labor and public opinion”. (M)




「生涯ハケン」に道を開く派遣法改悪が委員会審議に入った1029日、国会前の歩道は連合・全労連・全労協の組合員とのぼり旗で埋めつくされた。集会では怒りの発言が続いた。「改悪は不安定雇用が増え、将来に希望の持てない若者が増えるということ。何としても粉砕しよう!」と檄を飛ばす相川連合副会長。安倍の「女性活躍政策」に対して全国一般なんぶ書記長の中島由美子さんは「女性たちは騙されぱなしだった。いま日本の女性の地位は世界104位、先進国では最下位。もう騙されない。奴隷労働に道を開くこの法案は絶対に許さない」と声を震わせた。雇用共同アクションの遠藤一郎さんは、記者にこう強調した。「安倍の雇用破壊はひどすぎる。もう嘘っぱちは通用しない。いま3つの労働団体や弁護団が一緒になって立ち上がった。オール世論・オール労働組合で派遣法改悪はつぶせる」と。(M
