What’s going on at schools in the nuclear evacuation zones in Fukushima? Vice president of Fukushima Prefectural Teachers Union



In May 2011, the Fukushima Prefectural Board of Education announced that it would not hire any new teachers in the fiscal year 2012. In addition, it issued an order to assign teachers of schools that were temporarily closed also to one of those to which their students transferred. The number of teachers reached more than 450 in Futaba County. As a result, some of them were obliged to commute a long distance and even to become field office bachelors. The Fukushima Prefectural Teachers Union, led by the Futaba and Soma locals, demanded the board of education improve poor working conditions caused by the order. Then, the dual assignment problem was totally resolved for teachers who belong to the Soma local and partially for those who belong to the Futaba local, leading to the elimination of an extremely long distance commute, even if partially. 福島避難区域の学校現場はどうなっているのか~福島県教組・柴口副委員長が語る

昨年5月、福島県教育委員会は2012年度の教職員新規採用をしないことを発表。さらに「兼務発令」を発出し、休校となった小中学校等の教員を在籍校と児童生徒の転校先校のうちのどこか一校に勤務させる措置をとった。その数は、双葉郡の場合450名以上にのぼった。その結果、避難先からの長距離勤務を強いられる教員も出、子ども、同僚から引き離されたばかりか単身赴任をせざるをえない教員も出た。福島県教組は、当該の双葉支部、相馬支部を中心に「兼務発令」によって生じた劣悪な労働条件の悪化の改善を県教委に求め続けてきた。その結果、この春の人事異動交渉を通じ、相馬支部では兼務教員を解消、双葉支部では100名台に減少させ、100%とはいかずとも極端な長距離通勤の解消が実現した。しかし、課題は「満載です」と柴口副委員長は言う。 (5/2取材・湯本雅典)
