“Strike is fun!” – Yunoki Yasuko says in LaborNet TV

The second edition of LaborNet TV was broadcast for more than an hour from 8 PM on August 17, 2010. A program, “The Dispute”, featured Nakano Hayato who struggled against dismissal from the Japanese Rail. He looked back his struggle, saying, “My anger of having been fired without a reason had enabled me to continue my struggle for 23 years. I did not want to compromise, or I would have regretted my life”. In a corner “Tell Me, Mister!”, Yunoki Yasuko, a member of the Showa Shell Union, introduced an episode, “I enjoyed a strike 40 years ago. I fought against violent union-busting managers by pulling their belt from behind”. A youth asked her, “Isn’t it a struggle of someone special?” Ms. Yunoki answered, “My union was going to be busted even if we said something rational. It made me struggle very hard as I could not accept it”. The second broadcasting was a good opportunity to feel the standpoints of senior union activists. 「ストライキは楽しい！」～レイバーネットTVで柚木康子さん
　レイバーネットTV第二号は、8月17日午後8時から1時間余、放送された。「ザ争議」では、JR不採用・解雇とたたかってきた中野勇人さんが登場。「23年たたかって来られたのは、理由もなく解雇された怒り。ここで認めたら人生に悔いが残ると思った」と振り返る。「教えておじさん！」のコーナーでは、昭和シェル労組の柚木康子さんが「40年前のストライキは楽しかった。ストつぶしの職制の暴力に対しては、管理職のベルトを後ろから引っ張ってたたかった」と武勇伝を披露。「それって、特別な人のたたかいでは?」との若者の質問に、柚木さんは「あたりまえの事を言っているのに、組合をつぶされそうになった。それが許せなくて無我夢中だった」と語った。先輩たちのたたかいの原点にふれた第2号放送だった。（M） アーカイブ視聴

“No More Karoshi! Ryu Foundation” award ceremony – With 130 people

The “No More Karoshi! Ryu Foundation” held the 4th Ceremony of the Nakajima Tomio Award in Katsushika Ward, Tokyo on August 1, 2010. The foundation gave the Nakajima Award of this year to Teranishi Emiko, who filed suit against the Japanese government for the disclosure of names of companies whose employees have died from overwork (President of the National Association for Bereaved Families of Karoshi Victims, center in the photo. Karoshi: Death from overwork). The venue was filled with 130 people partly thanks to a commemorative speech by Utsunomiya Kenji, the president of the Japan Federation of Bar Associations and the Anti-Poverty Campaign. Before the start of the award ceremony, all the participants offered a silent prayer to the photos of Nakajima Tomio, who was husband of Nakajima Haruka (right in the photo of this report), the president of the Ryu Foundation, and died from karoshi in 2004 when he was a store manager of Skylark, a family restaurant chain, and of Maesawa Takayuki, who was a son of Maesawa Emiko (left), the vice president of the foundation, and also died from karoshi in 2007 when he was a contract store manager of the same restaurant chain. 「過労死をなくそう！龍基金」は8月1日、第4回中島富雄賞授賞式を東京・葛飾で開催し、過労死を出した企業名の公表を求めて国を提訴した原告の寺西笑子さん（全国過労死を考える家族の会代表・写真中央）を今年の中島賞の受賞者として表彰しました。日本弁護士連合会の会長で反貧困ネットワーク代表である宇都宮健児弁護士の記念講演もあり、会場には満員の130人が集まりました。授賞式の冒頭、龍基金の代表である中島晴香さん（右）の夫で、すかいらーくの店長として2004年に過労死で亡くなった中島富雄さんと、副代表の前澤笑美子さん（左）の長男で、すかいらーくの契約店長として2007年に過労死で亡くなった前澤隆之さんの遺影に向かって参加者全員で黙とうをささげました。（須田光照）

The world of 300 yen per hour – Yasuda Koichi “Report: Migrant Workers in Discrimination and Poverty”

The “dormitory” was just like a back shed. Their breath was white in the drafty place. The Chinese trainees said, “It’s too cold to sleep without it”, holding a plastic bottle filled with boiled water for sleep. Everyone looked sad. The trainees told me with angry, regretted and painful expressions, “We don’t look like humans, do we?” It was no way to deny it, and I had no choice but to silently agree to them with dark and depressed feelings. I can never forget the scene when I interviewed migrant trainees and workers in a remote place of Gifu Prefecture for the first time. I was gripped by sense of helplessness in front of the workers whose hourly wage was only 300 yen. The only thing I can do as a writer is to “record”. Total victory in lawsuit over sexual harassment against female SDF official – Supported by various unions

“The defendant should pay 5.8 million yen to the plaintiff”. I cried with joy when I heard the chief judge give the verdict. This lawsuit is the first in Japan to sue the state over sexual harassment committed to an in-service female Air Self Defense Force official by her superior, who lived in a dormitory of an ASDF base three years ago at the age of 20. The plaintiff fought out the battle, surrounded by “enemies”. Even though she was isolated in the base, she was supported by a group of reliable lawyers and conscientious people outside the gate. Trade unions also supported her regardless of their differences as national centers. On July 29, 2010, Chief Justice Hashizume Hitoshi of the Sapporo District Court rendered an epoch-making decision that becomes a leading case for sexual harassment issues also in private companies. 女性自衛官セクハラ裁判、全面勝訴～労組も枠をこえて支援
「主文、被告は原告に対し580万円を支払え」裁判長の声が響いた瞬間、私の涙腺が緩んだ。これは今から3年前、航空自衛隊の某基地に住み込みで勤務する原職の女性自衛官（当事20歳）が、上官から受けたセクハラ被害（性的暴行）について、国を訴えた全国初の裁判です。原告女性は、周りを「敵」に囲まれたまま、この裁判を最後まで闘い貫きました。基地の中では孤立させられても、基地の外には頼もしい弁護団、そして心優しい支援者がいたのです。労働組合もナショナルセンターの枠を超えて支援しました。そして7月29日札幌地裁（橋詰均裁判長）は、一般の民間企業のセクハラ問題に際してもリーディングケースとなる、画期的な判決を下しました。（札幌地域労組・鈴木） 　＊写真＝左から弁護団の佐藤博文・秀嶋ゆかり・小林由紀の各氏

Labor Film Festival 2010 – 220 audiences from all age groups

On July 24, 2010, the Labor Film Festival was held on the 6th floor of Tamachi Kotsu Building in central Tokyo, with 220 audiences. The participants were from an unprecedentedly wide range of age groups, such as young union members and seniors. Screened in the well-equipped hall were “Capitalism: A Love Story”, “No Time to Die”, “Garment Girls of Bangladesh”, “Frontline of Japan’s Labor Movement” and “Your War and My War”. At the lobby, Johnny H performed impromptu “Sales Promotion Songs”. After “No Time to Die” was shown, 86-year old Masunaga Sumiko, who appeared in the film, talked on the stage (photo). Her comment was very impressive, “I was only taught to kill as a child of the Emperor before World War II. Trade unions have enabled me to think about human lives and learn free and real ways of living as a human being”.


レイバー映画祭2010 開催される～若者から年配者まで220人
7月24日、レイバー映画祭が東京・田町交通ビル6Fホールで開催され、220名が集まった。参加者は、若いユニオンメンバーから年輩者まで、これまでになく多様で幅広い集まりとなった。設備の充実したホールで「キャピタリズム」「死んどるヒマはない」「バングラデシュの衣料工場で働く若い女工たち」「日本の労働運動最前線」「あなたと私の戦争」の5作品が上映された。広いロビーでは、ジョニーHの「販売促進ソング」も飛び出し、にぎやかに盛り上がった。「死んどるヒマはない」上映後、86歳の益永スミコさんがトーク（写真）。「私は戦前、天皇の赤子として殺すことばかり教えられた。私が人の命を考え、自由な生き方・人間の本当の生き方を学んだのは、労働組合だった」と語り、感動を呼んだ。

Media activists in Japan inspired – Discussion with Kim Myeong-jun

On July 25, 2010, there was a discussion event with Kim Myeong-jun (photo), the president of MediACT, a media center in South Korea. The event was joined by 25 media persons from OurPlanetTV, the Asia Press Club, LaborNet, Video Act, Champon, MediR, NPJ and LaborNow!. Mr. Kim talked about achievements and limitations of MediACT that started eight years ago with government subsidies for an hour. While he referred to the expansion of independent films and grassroots media and the nurture of excellent film creators as achievements, he admitted the danger of depending on government subsidies. At present, Mr. Kim has started a wide-range movement called “Media Action” in cooperation with unions of mass media for reorganizing the media movement. Networking of the movement is also an issue in Japan, and the discussion at this event strongly inspired the participants. (M)


日本のメディアアクティビストに刺激～金明準さん囲んで交流会
7月25日、韓国メディアセンターMediACT（メディアクト）所長・金明準さん（写真）を囲んで交流会が開かれた。OurPlanetTV・アジア記者クラブ・レイバーネット・ビデオアクト・チャンポン・メディアール・NPJ・LaborNow!など、メディア関係者25名が参加した。金さんは、政府の助成を受けて始まったMediACTの8年間の成果と限界を、1時間にわたって報告。自主映画・市民メディアの裾野を広げ、優れた映画グループを輩出した成果の一方、政府助成に頼るあやうさも率直に語った。現在、金さんらはマスコミ労組等と共同して「メディア行動」という幅広い運動体を発足させ、メディア運動の再構築を模索している。日本でもメディア運動のネットワーク化が課題になっているが、この日の話は参加者に大いに刺激を与えるものだった。（М）

This is a news report about a “vulture” dated July 15, 2010. The International Monetary Fund (IMF) issued an annual report on Japanese economy on July 14, 2010 and suggested that, beginning in fiscal 2011, there should be "a modest consumption tax increase” to stabilize Japan’s finances that are among the worst in developed countries. The increase became the biggest cause of the defeat of the Democratic Party of Japan, the major party in the recent upper house election. The IMF said, “’It is necessary for Japan to gradually increase the consumption tax’ as a part of “early and credible” fiscal adjustment to reduce its debts that amount to 200% of Japan’s gross domestic product (GDP). Now Workers at a Honda Component Plant in China Go on a Strike - Never Tolerate the Intimidation with Dismissals!

As the strike at a factory supplying parts for Honda Motor Co. has ended, a new strike has begun at a Chinese factory of Atsumitech (in Hamamatsu), a component manufacturer 48% of whose capital is funded by Honda (see the photo). The following is a call from the striking factory. "We started a strike on July 12. A lot of workers are joining the sit-ins inside or outside the factory. They sought assistance from the employment department and the government's department concerned when the Japanese party would not respond to the request for talks. However, this attempt did not bring about any solution. Thus, the workers have decided to call for support via the Internet. The most disgusting thing is that the company has announced a planned discharge of all 90 or more workers that have joined the strike. They are pressing the workers to cancel the employment contract in the afternoon on July 14 and leave the corporate dormitory. Protect the rights of workers! Our struggle is going on!" 今度は中国ホンダ部品メーカーでストライキ～解雇の恫喝ゆるすな！
ホンダ部品工場でのストライキが収まったなか、今度は、ホンダが48％出資する部品メーカー・アツミテック（浜松市）の中国工場でストライキが起きている（写真）。以下、現地からの呼びかけ。「ストライキは7月12日から始まりました。多くの労働者が工場内外で座り込んでいます。労働者は日本側が誠実に交渉に応じず、労働部門、政府部門に支援を求めたがらちが明かなかったことから、インターネットを通じて支援を求めることにしました。もっとも腹立たしいことは、会社がストライキに参加した作業員90人以上をみんな解雇するなどと言っている事です！ 労働契約を解除するという恫喝もおこなっています！ 7月14日の午後に労働契約を解除して、会社の寮からでていくよう労働者に強制しています。労働者の利益を守れ！ 闘争継続中！」（国際部） 　＊写真＝現地ウェブサイトより

Part-time Employees Go on a Strike for the First Time - To Condemn Unilateral Factory Closure and Dismissal

At 13:00, July 14, in protest against a unilateral factory closure, eleven part-time workers went on a strike at Seven's Cleaner, a laundry factory based in the city of Misato, Saitama Prefecture. With 90 out of about 100 at Misato Factory being part-time workers, the company has been making profits through their hard work by imposing low wages at around \700 per hour. Nevertheless, the company has unilaterally decided to shut down the factory at the end of September with the excuse of "loss-making operations", virtually urging the workers to leave the company. The part-time workers have joined the National Union of General Workers, Tokyo Tobu, and went on a strike that day for the first time in their life. Though feeling shy at first, saying, "This is the first time I wear a fighting sash around my head since I wore one at a school athletic meeting," the workers erupted in rage when facing the company management that would not respond at all. パート労働者が初めてのストライキ～一方的工場閉鎖・解雇は許さない！
　7月14日13時から、埼玉県三郷市にあるクリーニング工場「セブンズ・クリーナー」で、パート労働者11名が一方的工場閉鎖に反対して、ストライキを決行した。約100人の三郷工場のうち90人はパートで、時給約700円の低賃金とハードな労働で会社は利益を上げてきた。それを、会社は「赤字経営」を口実に9月末の工場閉鎖を一方的に決定し、事実上の退職を迫っている。パート労働者は東部労組に加盟し、この日生まれて初めてのストライキ。「ハチマキは運動会以来初めて」とはにかんでいた労働者たちも、何ひとつ答えぬ会社幹部を前に怒りを爆発させた。支援も多数駆けつけ、工場前は解放空間となった。（M） ・動画（UnionTube）

Emiko Teranishi (see the photo) Wins the Fourth Nakajima Tomio Prize from the Ryu Foundation for No More Karoshi

The foundation has selected Emiko Teranishi (see the photo) as the winner for this year of the prize granted by the Ryu Foundation for No More Karoshi (death due to overworking). In 1996, Ms. Teranishi's husband, then aged 49, committed suicide in his agony from overworking as the shop manager of an eating and drinking house Sobadokoro Takasho. It claimed five years for her to go through a struggle for having his death recognized as occupational disaster, followed by additional five and a half years for a civil case against the company, resulting in ten and a half years of her fight for bringing about a solution. After this, Ms. Teranishi has been active as the representative of the National Association of Bereaved Families for Examining Karoshi. In March 2009, she submitted a request for administrative document disclosure to the Osaka Labour Bureau, requesting names of companies responsible for karoshi cases to be publicized. The Labour Bureau, however, refused to publicize such company names on the ground that personal information be protected. In November of the same year, she went to the Osaka District Court for action against the government, requesting cancellation of the ruling for nondisclosure. In the award ceremony on August 1, there will be a talk by Ms. Teranishi as well as a memorial speech by Kenji Utsunomiya, representing the Anti-Poverty Network. (By Suda)

「過労死をなくそう！龍基金」の今年の受賞者は、寺西笑子さん（写真）に決まった。寺西さんは、1996年に飲食店「そば処鷹匠」店長だった夫(49歳）を過労自殺で亡くした。この労災認定闘争に5年かかり、続いて会社相手の民事訴訟に5年半、解決するのに10年半も闘った。その後、寺西さんは「全国過労死を考える家族の会」代表として活躍。2009年3月には、大阪労働局に「過労死を出した企業名の公表」を求める行政文書開示請求を出した。しかし、労働局は個人情報などを理由に企業名公表を拒否したため、同年11月に国を相手取って不開示決定取り消しを求める訴訟を大阪地裁に起こして、闘っている。8月1日の授賞式では、寺西さんのお話と反貧困ネットワーク代表・宇都宮健児さんの記念講演もある。（須田）
