Execution of an eviction order on Tatekawa riverbed Living space protected by citizens’ power

In the morning of December 5, Koto Ward officials executed an eviction order to remove homeless people’s tent on the riverbed of the Tatekawa River in east Tokyo. Some 100 people gathered to protest the eviction. The tents were removed by the dwellers the day before and set up again in an adjacent area not covered by the eviction order. Nevertheless, more than 200 ward officials, security guards and police were deployed. They set up a white fence to conceal the tents from the passersby. The joint power of the tent dwellers and their supporters managed to preserve a living space for the homeless. (K)

12 月5日午前、東京・江東区の竪川河川敷公園で野宿者排除の行政代執行が強行されました。これに対し、早朝から約100人の市民が集まり抗議の声を上げまし た。代執行対象地は、前日までに更地になっていたにもかかわらず、区職員・警察・警備員あわせて200人以上が押し寄せ（写真）、代執行と無関係なフェン スでテント群を封鎖しました。しかし、当該の野宿者・支援者・市民の力で野宿者の居住空間は守られました。（K）

More than 1,000 people gathered at a park in Tokyo on Nov. 27 in support for UTSUNOMIYA Kenji, former Japan Bar Association, and his Tokyo gubernatorial campaign. KAMATA Satoshi (photo), journalist, made a eloquent supporting speech.

 “Most candidates aside from the one from Liberal Democratic Party of Japan support anti-nuclear energy policy,” Kamata said. “I want you to realize that we created this trend. We gathered with 170,000 people, demonstrated at Prime Minister’s Office and surrounded the Diet building. These are our desperate efforts. But our struggle is not over yet. We must give them the last blow to resolve this important issue in the politicis. We should not, cannot let Naoki Inose, former deputy governor, the next governor. 脱原発の世論つくったのは私たち、最後の詰めを！～鎌田慧さん熱弁

11 月27日、東京・日比谷野音で「宇都宮けんじさんと東京に脱原発を！大集会」が開かれた。震える寒さを吹き飛ばして1000人以上が参加した。応援演説に 立ったルポライターの鎌田慧さん（写真）は熱く訴えた。「今自民を除くほとんどの候補が脱原発を言うようになった。そうした状況をつくったのは私たちだ、 ということを確認してほしい。17万人集会・官邸前行動・国会包囲デモなど必死の努力でここまできた。しかし最後の詰めが残っている。政治の場で解決する ために追撃しなくてはならない。石原の後継者・猪瀬を絶対に知事にしてはいけない。私たちは自分たちの手で私たちの知事をつくり、脱原発を実現しよう」。 （М）

Hankyu Travel’s Refusal to Negotiate Is Unfair Labor Practice—Union Prevails

Central Labor Commission ruled on November 29 that Hankyu Travel committed an unfair labor practice by refusing collective bargaining with Hankyu Travel Support Branch (HTS) of the National Union of General Workers, Tokyo Tobu. The union members are treated as temporary workers by Hanky Travel. This is HTS’s victory! The union consistently insisted that it was clear Hankyu Travel had an employer responsibility as far as amending long working hours or travel plans. And if Hankyu Travel did have an employer responsibility, it also needed to respond to collective bargaining with the union. (By Sugano, NUGW Tokyo Tobu)

阪急交通社の団交拒否は不当労働行為～中労委が組合勝利命令
 

旅 行添乗員で組織する東部労組ＨＴＳ（阪急トラベルサポート）支部が派遣先である阪急交通社と争っている団交拒否問題につき、中央労働委員会は本日11月 29日、組合側勝利命令を発しました。これにより、阪急交通社が行った団体交渉拒否は不当労働行為（違法行為）であることが改めて中労委により断罪された ことになります。ＨＴＳ支部の勝利です！ 組合は、直接の雇用主である阪急トラベルサポートでは決定できない事項、たとえば労働時間の管理による長時間労働の是正などについては、ツアーを企画する 阪急交通社が実質上の使用者として責任を負うことは明らかであり、そうである以上、阪急交通社には、ＨＴＳ支部との団体交渉に応じる義務がある、との主張 を中労委においても行ってきました。中労委は組合の主張に即した判断を行っています。（東京東部労組・菅野）
