Abe’s educational reform; a service for large corporations

 Some 130 people gathered for a rally, “Against enforcement of flag raising and singing of the national anthem. Struggle against the government’s control of education! 2.2 Aggregate Pep Rally.” The event, held on Feb. 2 in Tokyo, was to think about Prime Minister ABE Shinzo’s educational policy and the situation of Tokyo Metropolis.

 Participants were educators and other citizens, who felt a sense of crisis by everyday news reports such as dissolving of the education committee system and making moral education a school curriculum.

 Associate Professor of Saitama University TAKAHASHI Satoshi (photo) gave a talk. As though enforcing national flag and anthem or moral education appear to be reactionism, an essence of Abe’s educational reform lies in neo-liberalism, Takahashi said. It is Abe’s aim to make it easier for large corporations to make more money.

 For that, they downsize public education as much as possible and predominately provide funds to an education for elites.

 They change the authorized systems like the education committee into one that is easy to control. In an anticipation of rebellions of children dropping out of competition, they try to implement an education of conservatism and reactionalism as a security measure.

安 倍政権の教育政策と東京都の現状を問う＜「日の丸・君が代」強制反対！教育の国家支配と闘おう！2・2総決起集会＞が、2月2日、都内で開かれた。参加者 は主催者の予想を超える130名。教育委員会制度の解体や、道徳教育の教科化など、連日の報道に危機感を覚える教育関係者、市民が多数参加した。講演した 高橋哲さん（埼玉大学准教授・写真）は、安倍政権のめざす教育改革は、国旗国歌の強制や道徳教育など復古主義の装いをしているが、その本体は新自由主義に ある。大企業がより稼ぎやすい状態を作るのがその目的。そのためには、公教育をできるだけ縮小してエリート教育に重点投資する。教育委員会などの統治機構 をより支配しやすいものに変えてゆく。競争からおちこぼれた子どもたちの反乱をみこして、治安対策として、保守主義、復古主義教育を実施しようとしている と語った。（佐々木有美） 

Lawsuit filed against manufacturers of melt-down nuclear reactors in Fukushima

A lawsuit was filed at the Tokyo District Court on Jan. 30 against three companies that manufactured reactors of Fukushima No.1 nuclear power plant of Tokyo Electricity Power Company (TEPCO) that melt down subsequent to the earthquake and tsunami that hit the northeastern region of Japan on March 11, 2011. 1415 plaintiffs from 33 countries demand General Electric, Toshiba and Hitachi to compensate for the damages caused as a result of the melt-down. A number of lawsuits have been filed since the nuclear disaster in Fukushima, but reactor manufacturers were accused in none of these cases previously due to the Act on Compensation for Nuclear Damages that stipulates only electricity operators should be held responsible for any damages caused by accidents at nuclear power plants. The reactor manufacturers are not only enjoying immunity from liability in the Fukushima disaster but planning to increase profits from nuclear business with reactor exports. The lawsuit is targeting at the whole structure of protection for the nuclear industry and their vested interests in particular. The plaintiffs team advocates "no nukes right," the right to life free from fears of nuclear power, on the basis of right to the pursuit of happiness in the article 13 of the Constitution and other relevant constitutional rights. They aim at building nuclear-free world with solidarity among citizens across national borders and ethnicities and through struggles against all kinds of discriminations and oppressions generating from the current nation state system that protects the nuclear industry's vested interests. ２．１１「原発メーカー訴訟」報告＆説明会

2月11日、東京の品川きゅりあん会議室において、「原発メーカー訴訟　報告＆説明会」 が開催されました。主催は「原発メーカー訴訟の会」で、参加者は約40人。「原発メーカー 訴訟」は、福島第１原発の原子炉を製造した米ゼネラル・エレクトリック、東芝、日立の３ 社を相手に33か国1415人が損害賠償を求めるもので、すでに１月30日、東京地裁に提 訴されました。

フクシマ原発事故で多くの訴訟が起こされていますが、原発メーカーの責任を問うものは ありませんでした。電力事業者以外に賠償責任を負わせないとする「責任集中制度」を定 めた原子力損害賠償法があるからです。しかし、原発メーカーは全く責任を問われない 中、原発輸出で利益増大を図っています。したがって、原子力体制を崩すためには、その 「原子力ムラ」の中枢に切り込むしかありません。そこで、憲法13条の幸福追求権などを 根拠に、「原子力の恐怖から免れて生きる権利」(ノー・ニュークス権)を宣言し、国籍・民族 を越えて市民が連帯して、核兵器・核発電(原発)の廃絶を目指します。同時に、原発体制 とそれを維持する国民国家体制によって生み出される、あらゆる差別・抑圧に抵抗する闘 いとなります。

Tokyo chooses nationalistic governor—reports of gubernatorial election campaign

 Tokyo chose nationalistic and pro-nuclear MASUZOE Yoichi as its governor to succeed scandalous INOSE Naoki on Feb. 9. Masuzoe was supported by Prime Minister Abe and the coalition party leader YAMAGUCHI Natsuo of the New Komeito. During the campaign, Masuzoe highlighted that he would make Tokyo as the world No. 1. “I will make Tokyo the world top leader in all area, let it be welfare system or disaster prevention or the Olympics,” Masuzoe said. “Tokyo ranks fourth in the world at the moment, but we will surpass the third place of Paris or the second place New York or currently the world’s top London and win a gold medal.” After his speech, HOSOKAWA Morihiro, a former prime minister, made his appearance at the same location and tagged along KOIZUMI junichiro, known as one of the most charismatic prime ministers of Japan, as his cheerleader. Koizumi recently re-emerged as anti-nuke campaigner proved his popularity by promoting zero nuclear. “Renewable energy is what boosts Japan’s economic growth. We should learn from Europe and aim for no nuclear,” he said during the supporting speech on Feb. 2 in the high-class Ginza district of Tokyo.

 Hosokawa announced his candidacy in Tokyo gubernatorial election at the end of January. He was “wary of the direction Japan’s headed for.” “I am concerned about several issues including the constitution and the relationship with neighboring countries. Japan cannot survive on capitalism, which puts priority on mass production and mass consumption amidst low-birth rate and ageing. What we need now is the paradigm shift of moderation,” he said at a press conference on Jan. 29.

 In the meantime, UTSUNOMIYA Kenji, former president of Japan Bar Association, spoke with the public on the street in the trendy Shibuya district of Tokyo on Jan. 23. He was the first to announce his candidacy for the election. The anti-poverty campaigner stressed that the emerging poor is increasing in Japan, which is prominent among women. He also noted that the women’s wages are only 70 percent of men’s, while more than half of casual workers are women. “Poverty and income disparity have become a serious issue in Japanese society,” he said. “It is important to promote women’s rights. When I become a Tokyo governor, I will appoint a woman to a deputy governor and more women to executive members.” He discussed social issues and concerns with the public after the public debate was cancelled for the gubernatorial candidates.

都知事選レポート : ナショナリズム全開の舛添候補と「原発ゼロ」の細川候補 

2 月2日、東京・銀座四丁目交差点は鈴なりの人々で埋まった。都知事選の舛添要一候補と細川もりひろ候補が街頭演説を行ったからだ。舛添候補には、安倍首相 と公明党山口代表が応援に駆けつけた。舛添候補の演説のキーワードは「世界一」だった。「福祉でも防災でもオリンピックでも、全ての分野で東京を世界一に する。都市ランキングで東京は現在４位だが、パリ・ニューヨーク・ロンドンを抜き金メダルをとろう。日本人が団結すれば出来る！」と人差し指を振り上げて 絶叫。ナショナリズム全開の演説だった。30分後の同じ場所。細川候補の演説では、万を超える聴衆の数はさらに増え身動きできなくなった。細川候補と応援 の小泉元首相は「自然エネルギーのほうが経済成長に結びつく。一歩先を行くヨーロッパに学び、原発ゼロを実現しよう」と訴え、大きな拍手を浴びた。（M） 
 1月22日夕方、都庁記者クラブで細川護煕東京都知事候補の出馬会見が行われた。冒頭で細川氏は事前に準備した文 書を読み上げた。その中で、出馬した「決意」について、以下のように述べた。「今の国の目指している方向、その進め方になにかと危ういものを感じている。 憲法でも、安全保障でも、近隣諸国との関係でも懸念していることがいくつかある。経済についても、少子高齢化社会が進む中で、いままでのような大量生産、 大量消費の経済成長至上主義ではやっていけない。腹一杯ではなく、腹7分目の豊かさでよしとする抑制的なアプローチ、心豊かな幸せを感じとれる、そういう 社会を目指して成熟社会へのパラダイムの転換を図っていくことが求められている。」（西中誠一郎）
 一方、宇都宮氏は「貧困と格差問題」を強調した。「貧困と格差が大きな社会問題となっているが、とくに女性に現れ ている。賃金は男性の7割、非正規は5割を超えている。女性の権利向上が重要で、私が知事になったら女性の副知事を登用し、幹部職員も女性を増やす」。細 川陣営・宇都宮陣営の選挙戦はともに大きな盛り上がりを感じた。2月1日午後10時からは、インターネットで初めて4候補（宇都宮・田母神・細川・舛添） の公開討論会が開かれる。今後の行方を左右する討論会になりそうだ。（M） 

Hundreds gather to protest against Henoko relocation of US air base

In solidarity with Okinawa, more than 500 people gathered in Tokyo on Jan. 29 to express opposition against the relocation of US Air Base. ASHITOMI Hiroshi and YAMASHIRO Hiroji , who protest against the US bases in Okinawa, said that more bases are being built to create a country that can wage war. Their words meant a strong support toward the anti-war movement as well as severe criticism against the mainland “Yamato” Japan.

 Okinawa prefectural assembly reached an agreement to demand the resignation of its governor on Jan. 10 for the first time in post-war Japan. Nago citizens rejected bribe and intimidation of the central government on Jan. 19 and chose INAMINE Susumu, who opposes the relocation, as their mayor. It was the clear message from the Okinawa citizens. However, the struggles against Abe administration that tries to force build a new base in Henoko are entering a new phase. (By Shinya)

 辺野古の海の埋め立てを許さない！～沖縄の活動家を迎えて500人が集う

1 月29日、東京・お茶の水の全電通会館で「辺野古新基地建設反対1・29集会」が開かれた。沖縄で基地建設に反対している安次富浩さんと山城博治さんを招 き、戦争のできる国を目指す基地造りが進んでいる現状と闘いの報告があった。それは同時に、ヤマトに対する痛烈な批判と戦争を起こさせない運動への力強い 激励であった。1月10日沖縄県議会は、復帰後初めて知事辞任要求を可決した。そして19日の名護市民は、露骨な金と脅しをはね返し、基地移設に反対する 稲嶺氏を大差で市長に選んだ。沖縄県民の意思は明確だ。それでも辺野古新基地建設を強行しようとする安倍政権との闘いは、新たな段階を迎えている。この日 の集会は、立ち見も出る500名を超える参加者が詰めかけ、会場が溢れた。（shinya）

We welcome Mr. Abe’s visit to India, but not nuclear agreement

Dear Friends,

 Shinzo Abe, prime minister of Japan, is going to be India’s chief guest for this year’s Republic Day ceremony on Jan. 26. Both Indian and Japanese governments have been pushing the bilateral nuclear agreement, which is expected to be finalized during his visit. We support building a stronger tie between India and Japan. However, ever since Fukushima nuclear disaster, we began to think the bilateral nuclear pact is something that we can’t accept. It is ironic that Japan is trying to sell its nuclear technology to other countries while its own disaster is becoming more dangerous. The evacuees have no prospect of returning home, while contaminated water continues to leak into the ocean. Let’s raise our voices against nuclear energy together.
