Kokuro (National Railworkers Union) suggested “falsification” of inspection results: Hokkaido Shimbun

According to an article of the Hokkaido Shimbun, the region’s most largely-circulated paper, on December 21, 2013, the Hokkaido headquarters of Kokuro (National Railworkers Union) already grasped the “falsification” of rail inspection results and requested the management of JR (Japan Rail) Hokkaido to thoroughly investigate the problem at the negotiations between them in 1991, but the latter totally ignored the request. Although the article partially shifted the blame onto the unions about the recent safety flaws of the rail operator, it was still important enough to clarify that the management is to blame for the incidents due to its rejection of the demand from the rail workers who are the most knowledgeable about what is going on in the field. 国労がレール検査結果「改ざん」を指摘していた！～「北海道新聞」が報道

黒鉄好＠安全問題研究会です。少し前になりますが、年末の１２月２１日付け「北海道新聞」（写真）がきわめて重要な事実を伝えました。今から２２年も前の １９９１年、労使交渉の席で、すでに国労北海道本部がレール検査の結果「改ざん」の事実を把握しており、ＪＲ側に徹底調査を求めていたにもかかわらず、会社側が何も手を打たなかったというものです。一連のＪＲ北海道の安全問題では、労働組合に責任を転嫁するような報道も一部に見られましたが、この北海道新聞の記事は、現場を最もよく知る労働者からの要求を拒否したＪＲ会社側に原因があることをはっきりさせたという意味で、きわめて重要と思います。（黒鉄 好） 

Many troubles in JR Hokkaido: Profit-driven privatization of the Japanese rail needs to be reconsidered – Group to Support Ex-Kokuro Struggle Group Members

On October 27, 2013, the 27^th Solidarity Festival of Kokuro, the National Railworkers Union, was held at the Kameido Central Park in Tokyo. The Group to Support Ex-Kokuro Struggle Group Members also participated in the festival and opened a space for chatting. The space, called “Shaberi-ba”, was joined by more than 30 people including four former struggle group members. It started with a presentation by KUROGANE Ko, who hosts the “Safety Issue Research Group”. Kurogane spoke about restructuring and stretch-out in JR (Japan Rail) Hokkaido and the desirable future of the JR companies according to a material “Why safety in JR Hokkaido has deteriorated”, followed by many opinions from the participants. 北海道事故、利益第一主義の民営化見直しを求める～元国労闘争団員を応援する会

10月27日、台風一過の秋晴れの中、「第27回団結まつり」が東京・亀戸中央公園で開かれ、「元国労闘争団員を応援する会」も出店、一昨年、昨年に続き、「しゃべり場」を開催しました。「しゃべり場」は、午後1時から、「応援する会」会員の司会で、４名の元闘争団員の方をはじめ、30名を超える参加者によって始められました。冒頭、「安全問題研究会」の黒鉄好さんから、「ＪＲ北海道の安全崩壊の背景」という資料に沿って、ＪＲ北海道の事故や人減らしと労働強化の実情、及び、今後のＪＲのあり方等についてのお話がありました。その後、元闘争団員の皆さんをはじめ参加者から忌憚のない意見が出されました。（丹羽良子）
