On October 29, 2015, a meeting to celebrate
the establishment of the “National Evacuees’ Organization to Demand the Right
to Evacuate” was held at the Office Building of the House of Councilors in
central Tokyo, joined by 140 participants including 30 evacuees from the
nuclear disaster-stricken areas. The purposes of the organization are to “cooperate
and encourage with one another and demand the right to evacuate” and to “strive
for substantial life security as our right” while “the Japanese Government has
narrowed the evacuation issue only to Fukushima, shifted people’s attention to
reconstruction, and neglected the right for more than four years since the
disaster of the Fukushima Daiichi Nuclear Power Plant”. The organization takes
(1) relocation and recreation, (2) residential security, (3) health and medical
care, (4) grasp of evacuees’ situations, and (5) building of nationwide

つながろう！はじめの一歩！～「避難の権利」を求める全国避難者の会結成
１０月２９日、東京の参議院議員会館で「『避難の権利』を求める全国避難者の会」設立記念集会が行われ、支援者含め１４０名（うち全国から避難当事者３０名）が参加した。当会は、その目的を「東京電力福島原発事故が起こってからの４年７か月、この国の政府は避難を福島だけの問題にし、復興の問題にすり替えて、避難の権利をないがしろにしてきた」中、「いま避難者は、その存在を無き者にしようとする力に抗って、つながり合い、力づけ合って避難の権利を求めていくべき時が来ています。」「これから私たちは、自らの権利として実質的な保障の獲得を目指していきます。」（「設立趣意書」より）としている。そして、「活動の重点課題」として、「①移住・保養、②住宅保障、③健康・医療、④避難者の実態把握、⑤全国的なつながり作り」をあげている。（湯本雅典）
